Amendment to the Emergency Services Operating Agreement Between the City of Redmond and King County Fire Protection District 34 for EMS Transport Billing Services
OVERVIEW STATEMENT:
recommendation
The City of Redmond provides, under contract, emergency fire suppression, rescue, prevention, emergency management, and emergency medical response services to the citizens of King County Fire Protection District 34 (KCFPD34). The two agencies have enjoyed a shared services agreement for over 77 years. The current agreement expires on December 31, 2027, but KCFPD34 desires to amend the current contract to allow the Redmond Fire Department to provide EMS Transport Billing services during the remainer of the existing agreement.
Key provisions of the amendment:
1. KCFD34 will be sharing costs of billing services with the City, which is a cost savings for both entities.
2. KCFPD34 rules for billing will match that of the City of Redmond, making service delivery standardized across KCFPD34, Redmond, Bellevue, and Kirkland.
3. EMS Transports that originate from KCFPD34, when the funds are collected, will be credited to KCFPD34 every six months during the normal invoicing process. This has no fiscal impact to the City but benefits KCFPD34.

OUTCOMES:
Both the City of Redmond and KCFPD34 benefit from the ability to quickly share services during an emergency response and economies of scale from sharing the administrative/logistical support services, including EMS Transport Billing services.

This contract amendment provided in time to align with City of Redmond EMS Transport Billing program.
• Outreach Methods and Results:
Various meeting with KCFPD34 board since 2023 as well as with community outreach events such as OneRedmond and Trilogy in September/October 2024.
• Feedback Summary:
Community has provided strong support for this program as long as we maintain the no “out of pocket” cost for residents.

This will result in a cost savings of around $20,000 per year in the form of cost sharing for billing services.

ANTICIPATED RESULT IF NOT APPROVED:
This will create some confusion for operational crews when transporting patients from KCFPD34. Also, the City of Redmond will not realize the cost sharing benefits from partnering with KCFPD34.
