Dissolution of Community Facilities District (CFD) 2014-01


OVERVIEW STATEMENT:
recommendation
Community Facilities District (CFD) 2014-01 was established on July 15, 2014, via Resolution No. 1411 as a partnership between the City of Redmond, Microsoft, and Sound Transit to fund and construct improvements at the Overlake Transit Center (OTC), including a pedestrian bridge over SR 520 and 156th Avenue NE.

On April 15, 2025, Microsoft petitioned the CFD for dissolution (attachment A) because the only outstanding deliverables, digital wayfinding elements at the Redmond Technology Station, were determined to be addressed through other means not requiring the CFD.

During the July 15, 2025, CFD 2014-01 special meeting, the CFD 2014-01 Board of Supervisors discussed the dissolution of CFD 2014-01 and agreed to move forward closing out CFD 2014-01.

OUTCOMES:
During the September 2, 2025, CFD 2014-01 meeting, the CFD 2014-01 Board of Supervisors will consider a resolution (attachment B) to dissolve CFD 2014-01. If this resolution is passed by the CFD 2014-01 Board of Supervisors, the Redmond City Council will receive a copy of this resolution and a request to pass an ordinance formally dissolving CFD 2014-01 and returning the remaining funds to Microsoft.
