Award the bid for the Wastewater Pump Station No. 13 Rehabilitation, City Project No. 20021809, to Harbor Pacific Contractors, Inc. of Woodinville, WA for the amount bid of $9,487,500, and authorize the Mayor to sign the contract.
Approve the Supplemental Consultant Agreement No. 1 with BHC Consultants, LLC for construction support services for Wastewater Pump Station No. 13 Replacement in an amount not exceed $479,000 and authorize the Mayor to sign the agreements.
Approve the Supplemental Consultant Agreement No. 1 with OTAK for on call construction management and inspection support services related to wastewater pump stations in an amount not to exceed $1,000,000 and authorize the Mayor to sign the agreement.

III. DESCRIPTION/BACKGROUND
Project Purpose
The City has identified Wastewater Pump Station 13 for rehabilitation as a part of the City Council adopted 2019-2020 Capital Improvement Program.
Project Background
The 2019-2020 Wastewater CIP includes several projects to replace or abandon wastewater pump stations due to aging and failing equipment. Wastewater Pump Station 13 was built in 1985 to provide wastewater conveyance for a large area of the Marymoor Business Park. The existing station’s equipment is beyond its useful life and needs to be replaced.
In 2017, the Marymoor Subarea (Business Park) was rezoned from light industrial to a combination of multi-family and commercial. The new zoning requires the pump station system capacity to be increased to accommodate this new development. The new wastewater pump system is scheduled to be complete before flows from the rezoned area exceed the capacity of the existing wastewater pump system.
Project Description
This project will construct a replacement for Wastewater Pump Station 13 with a new station pumping wastewater into a new 12-inch force main along 176th Ave NE and NE 70th St that will discharge to the King County wastewater collector. Gravity sewer main will also be replaced when the new force main is installed. This project has been scheduled so that the new sewer mains can be installed before Sound Transit performs work on the same street. The pump station design and construction work will include replacement of pumps, controls, electrical panel, standby power, valves, piping, safety equipment, and other items identified during design. The new station will be constructed in an existing easement on the Lake Washington Institute of Technology site adjacent to the existing pump station site and Marymoor Park. This is the same property that is currently leased by the City of Redmond for use as the Redmond Community Center at Marymoor Village.
The original 2016 cost estimate for the pump station rehabilitation ($3.1M) assumed the station would be rehabilitated in the existing location to serve the existing neighborhood with no increase in its original 400 gallons per minute (gpm) capacity. The updated cost estimate in the 2019-2020 CIP ($15.0M) acknowledged that the project is now scoped to serve a rezoned Marymoor Subarea (Business Park) that will require a much larger pump station with increased capacity (2,000 gpm) to serve the fully redeveloped neighborhood. The 11.9M increase in cost is funded through a Wastewater Additional Connection Charge that was approved by City Council on December 4, 2018.
Supplemental Agreements
BHC was selected to provide design and construction support services during the consultant selection process. The attached supplemental agreement will provide construction support services during the project construction.
OTAK was selected to provide on call construction management and inspection services for the wastewater pump station program. The attached supplemental agreement will increase the capacity of their existing on-call contract to allow OTAK to provide full construction administrative support services during the pump station project construction and continue to provide these services as the wastewater pump station program continues through 2025.
Bid Results
The project was advertised in the Daily Journal of Commerce on February 5, 2020, and February 12, 2020. The City Clerk received bids until 2 PM, March 3, 2020. There was one (1) bidder and the bid is summarized below:

All bidder’s unit prices, extensions and additions have been checked for accuracy and unbalanced bid items. The contractor’s references were checked thoroughly and found to be acceptable. The contractor has successfully delivered similar type projects for several local jurisdictions. The low bid is within 4 percent of the engineers estimate and the additional cost associated with this contract is within the project budget while maintaining a high-risk contingency. Staff recommends award to Harbor Pacific Contactors, Inc., the low responsible bidder.

V. IMPACT
A. Service/Delivery:
This project will replace an aging wastewater pumping station. The replacement of this station will ensure continuation of service to the rezoned Marymoor Subarea neighborhood and allow development to proceed.
The Governor issued a Proclamation on March 23 Stay Home/Stay Healthy, requiring residents to stay home except as needed to maintain continuity of operations of essential critical infrastructure sectors. Under this order, the Pump Station 13 is considered a critical infrastructure project, and therefore work will continue on the project.
