II. DESCRIPTION/BACKGROUND

This study session item consists of a written update on the 2020 Legislative Session. As this item is informational only, with an update on activity that has already occurred, it does not meet the requirements for a City Council meeting under the Governor's order suspending certain provisions of the Open Public Meetings Act (OPMA). This order requires that an item be "necessary and routine"; Attorney General guidance suggests that a report on prior activity is an example of an item that is not "necessary" and could be provided to the governing body in writing instead.

The 2020 Legislative Session was held January 13, 2020 - March 12, 2020. This was a short, sixty-day session where the legislature reviewed and adopted policy bills and approved Supplemental Operating, Transportation and Capital Budgets.

A written presentation is provided on legislative session activity, focusing primarily on City priorities identified in the City's 2020 State Legislative Agenda. The City's 2020 Legislative Agenda is included in Attachment A. The written presentation is included in Attachment B. The Final 2020 Legislative Session Report, prepared by Briahna Murray, is included in Attachment C.

Council will have an opportunity to discuss legislative priorities for 2021 at a study session on June 9, 2020, for early input into development of the 2021 Legislative Agenda. Additional discussion will occur with Council in the fall of 2020, after staff has had an opportunity to review City priorities and develop a draft 2021 Legislative Agenda for Council review and input.
