OVERVIEW STATEMENT:

The City of Redmond is responsible for housing inmates detained on local misdemeanor charges. The City currently contracts with South Correctional Entity (SCORE), located in Des Moines, in addition to the King County Jail located in Seattle and at the King County Regional Justice Center in Kent to provide jail services. Most of the City’s inmates are detained at SCORE and every year the City adopts an amendment to the SCORE ILA for a guaranteed number of beds at the established bed rate for the following year.

OUTCOMES:

The City pays for and SCORE guarantees the City Twelve (12) beds and other jail services for inmates detained on City misdemeanor charges.

Budget/Funding Constraints:

The SCORE agreement reduces the number of guaranteed daily jail beds for 2021 to twelve (12), down from fifteen (15) in 2020.  The costs for guaranteed general and specialized beds are the same for 2021 as in 2020; these costs are included in the additional budget details. SCORE is imposing a new booking fee of $35, however this fee will be waived for City bookings throughout 2021.

Time Constraints:

This Interlocal Agreement Amendment takes effect on January 1, 2021. This ILA Amendment guarantees the City will have jail beds and services for detained inmates in 2021. 

 

ANTICIPATED RESULT IF NOT APPROVED:

If not approved, the City would need to immediately explore other options for jail services; these options are limited and could come at a greater expense.
