Staff recommends awarding contract to Redtail, LLC., the low bidder.  The bidders’ unit prices, extensions, and additions have been checked for accuracy and for unbalanced bid items.  References for Redtail, LLC have been contacted and were found to be satisfactory.

Council approval is required to award a construction contract over $300,000 per 2018 City Resolution 1503.

OUTCOMES:

The Willows Road Culvert Replacement project will replace the Willows Creek and Gun Club Creek culverts.  The replaced culverts will improve flow capacity and fish passage under Willows Road.  Both culverts will be funded from a combination of grant and Stormwater CIP funds.  The King County Flood Control District (KCFCD) grant will provide partial funding for the construction of the Gun Club Creek culvert.   The lowest responsible bid for construction is below engineers estimate, the project is currently on time and on budget.

Time Constraints:

The installation of the culverts must take place during the summer months when the impact to the fish can be minimized.  Grant funding may be jeopardized if the project is delayed. 

 

 

ANTICIPATED RESULT IF NOT APPROVED:

Construction cost inflation will increase the cost of this work when it occurs.
