Approval of Ordinances Adopting Water System Plan, General Wastewater Plan Update, and Changes to RZC 21.17.010: Adequate Public Facilities and Services Required

OVERVIEW STATEMENT:
recommendation
Staff recommend that the Council adopt ordinances adopting these two functional plans and amending RZC 21.17.010 as recommended by the Planning Commission on July 24, 2024 (See Attachment A and associated exhibits).

The City prepared the Redmond Water System Plan (WSP) to outline actions for the City to take to protect its underground drinking water resources and provide sufficient water storage and distribution to meet the drinking water, irrigation, and fire flow needs of Redmond's residents and businesses for the next two decades. The City also completed a "major amendment" to the 2021 General Wastewater Plan (GWP), along with related changes to RZC 21.17.010. The wastewater functional plan has been updated using population growth projections that align with Redmond 2050. It identifies actions the City's Wastewater Utility will need to take to ensure that sewer system capacity matches the increased demand created by growth.
