Parks, Arts, Recreation, Culture, and Conservation (PARCC) Plan Update
OVERVIEW STATEMENT:

Development of the PARCC Plan includes three main pillars: the community need assessment; analysis of current system performance; and the development of future project lists. Previous study sessions provided information about the community outreach methods, level of service and the current conditions of our parks and recreation. This update will look at how the third pillar of future project lists is being developed and progress towards completing the PARCC Plan which is seeking adoption in Q2 of 2023.

The PARCC Plan is updated every six years to remain in compliance with the Washington State Recreation and Conservation Office (RCO). The PARCC Plan update will be brought forward for adoption in Q2 of 2023. The PARCC plan is also being updated in coordination with Redmond 2050.
OUTCOMES:
Staff has reviewed public outreach, existing project lists, and community needs to begin developing potential projects to be a part of the near term, midterm, and long-term projects in the PARCC Plan. Beyond projects, staff will develop a list of recommended programs and policies to be implemented after the adoption of the PARCC Plan. Part of this update will include an overview of the proposed PARCC Plan outline and a summary of the October 5, 2022 Community Meeting.

• Outreach Methods and Results:
Robust community feedback from the online and statistically valid survey with more than 1,200 responses in 4 languages was received and presented to council in June 2022. Community members were given the opportunity to provide more focused feedback on the types of amenities, recreation programs, and events they would like to see via intercept events. A second community meeting was held on October 5, 2022 to review core priorities staff heard from the outreach. That feedback will be incorporated into the PARCC Plan and as part of the project evaluation criteria.

Time Constraints:
The current PARCC Plan needs to be updated with the Recreation and Conservation Office by June of 2023. Staff is targeting City Council approval in Q2 2023.
ANTICIPATED RESULT IF NOT APPROVED:
Opportunities for grant funding through the Washington State Recreation and Conservation Office will not be available to the city if not approved before March 2024.
