III. DESCRIPTION/BACKGROUND
The Council conducts its annual retreat in the first quarter of each year. This year the retreat will be held on January 25, 2020, from 9 a.m. to 4 p.m. at the Redmond Community Center at Marymoor Village. The meeting will be facilitated by an external facilitator, Alison Peters of EnviroIssues. The City has worked with EnviroIssues on several projects including the Community Centers and the Redmond Pool projects.
The purpose of the retreat is to develop the future strategic vision for the City with defined performance metrics. The core values that guide the Council’s work are trust, integrity, respect, and empathy.
To prepare for the 2020 retreat, the Council will discuss:
• The framework for the retreat
o Roles & Responsibilities
o Mayor’s Vision
o Updates to the Community Strategic Plan (CSP)
o Action Plan
• The 2019 Community Strategic Plan that was adopted by Council in October 2019
o The CSP is shaped by community input, Council’s priorities, and the City budget.
o The plan will be used as the foundation for the development of CSP updates to meet the 2050 vision.
• Performance metrics as they support the Community Strategic Plan outcomes
• Ongoing community involvement
• Progress reports to the community on outcomes
o The use of the citywide survey will be discussed to help guide the updates to the CSP.
• 2020/2021 Council workplan development

V. IMPACT
A. Service/Delivery:
Council priorities are the key components of city departments’ workplans, with identifiable actions, outcomes, and progress reports to Council.
B. Fiscal Note:
Items identified in the 2019/2020 budget and preparations for the 2021/2022 budget will guide Council’s discussions.
The cost for Alison Peters to facilitate the Council retreat is $4,783.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
Council can make adjustments to its priorities through the retreat process.
VII. TIME CONSTRAINTS
The Council retreat is scheduled for January 25, 2020. The development of the agenda, format, outcomes, and Council work plan are critical to the future vision of the City.
