2024 Amendments to King County Countywide Planning Policies
OVERVIEW STATEMENT:
recommendation
On Dec. 3, 2024, the Metropolitan King County Council approved and ratified amendments to the King County Countywide Planning Policies. Staff will brief the Council on the amendments at the Feb. 4, 2025, Committee of the Whole meeting. Staff recommends supporting ratification of the amendments; no further action is required by the Council to support ratification.
The King County Countywide Planning Policies were comprehensively updated in 2021 and ratified by King County and cities within King County in 2022. The 2024 amendments to the CPPs:
• Make minor modifications to the Urban Growth Area near Maple Valley to remove three properties from UGA and repeal a property-specific development condition, and
• Make planning requirements for countywide centers more flexible through minor language modifications to eliminate the requirement for a subarea plan.
The amendment concerning countywide centers will benefit Redmond since the City intends to apply for countywide center status for Marymoor Village and the Southeast Redmond industrial area, as called for in the Redmond 2050 Comprehensive Plan.

Redmond Comprehensive Plan Policy A-1 directs the City to work cooperatively with, among others, King County, to address planning issues at a countywide scale.

The Growth Management Act (GMA) requires counties and cities to collaboratively and periodically review and update the CPPs. The primary purpose of the CPPs is to ensure consistency and coordination among comprehensive plans for cities and towns within King County. The Growth Management Planning Council is a body of elected officials from jurisdictions throughout the county charged with overseeing the preparation of the CPPs.
Now that King County has adopted the 2024 amendments to the CPPs, cities have 90 days to act on them. Action is only required to disapprove of the amendments; taking no action has the same effect as voting to ratify. The deadline to vote to disapprove is March 24, 2025.
OUTCOMES:
Ratification of the amendments by King County cities will make countywide centers planning somewhat more flexible and result in minor changes to the Urban Growth Area near Maple Valley.

ANTICIPATED RESULT IF NOT APPROVED:
If the Council specifically disapproves the 2024 amendments to the CPPs then Redmond will not be counted toward the 30% of city and county governments representing at least 70% of the county’s population needed to ratify the amended CPPs.
