Award the bid for the NE 51st Street Improvements, City Project No. 20021604, to Marshbank Construction, Inc. of Lake Stevens, Washington, for the amount bid of $4,129,413.48, and authorize the Mayor to sign the contract. Approve Supplemental Agreement No. 3 (NE 51st Improvements) with Huitt-Zollars for $180,561.18 and Supplemental Agreement No. 1 (HAWK Signal) for $20,264.92 for additional design and construction support services and authorize the Mayor to sign the agreements.

III. DESCRIPTION/BACKGROUND
The purpose of this project is to increase vehicular, bicycle, and pedestrian capacity and safety on NE 51st Street between the westbound SR 520 intersection and 156th Avenue NE. The project will also provide a new pedestrian crossing on 156th Avenue NE at the 4800 block near the Onyx Apartments driveway, location of two Metro Transit stops.
Background
The NE 51st Street project includes adding turn lanes at both 154th Avenue NE and 156th Avenue NE, and bicycle lanes from the vicinity of the eastbound SR 520 ramps to 154th Avenue NE, funded by the CFD 2016-1. Pedestrian safety improvements at the westbound 520 intersection with NE 51st Street will also be constructed, funded by the Washington State Connecting Washington tax package. A new pedestrian crossing HAWK signal will be constructed on 156th Avenue NE. Combining these projects together results in savings from economies of scale and eliminates potential construction challenges caused by overlapping work zones.
Community Facilities District No. 2016-1
Redmond City Council approved the Community Facilities District (CFD) No. 2016-1 on June 21, 2016 and approved an amendment on July 25, 2017. This CFD is funded by Microsoft to design and construct multimodal improvements on NE 51st Street, adding turn lanes at 154th Avenue and at 156th Avenue and bicycle lanes from the eastbound 520 ramp to 154th Avenue.
Connecting Washington
The Connecting Washington transportation package included funding for pedestrian/bicycle safety improvements at the westbound SR 520 intersection with NE 51st Street. Improvements will be constructed to slow vehicles and provide safer intersections for pedestrians and bicyclists, supporting use of the 520 Trail and access to express bus services.
HAWK Signal
The Redmond Transportation Master Plan includes a new pedestrian crossing on 156th Avenue NE in the unfunded buildout project list. King County Metro also procured a grant to help increase performance and reliability on route 245, which runs along 156th Avenue NE. The County determined a pedestrian signal would benefit route 245, but were unable to fund the entire project. The City and King County entered a partnership with the County providing the preliminary design and the City completing the design and providing construction. The HAWK signal was added to the NE 51st Street Improvements project due to its close proximity to NE 51st Street and similarity in construction elements.
The HAWK signal is requesting a budget increase due 1) a higher than anticipated bid price, 2) additional electrical service equipment needed for this location that was not previously identified, 3) higher risk contingency level proposed for this high profile, schedule driven project. The budget increase will come from savings on completed Transportation CIP projects including the Downtown Two-Way Street Conversion and Redmond Central Connector Phase II. The budget increase will not negatively impact any other Transportation CIP projects.
Supplemental Agreement
Supplemental Agreement No. 3 with Huitt-Zollars will provide design support services during construction.
Bid Results
The project was advertised in the Daily Journal of Commerce on May 15, 2019, and
May 22, 2019. The City Clerk received bids until 2 PM, June 6, 2019. There were three (3) bidders and the bids are summarized below:

All bidder’s unit prices, extensions and additions have been checked for accuracy and unbalanced bid items. The contractor’s references were checked and found to be acceptable. Staff recommends award to Marshbank Construction, Inc., the low responsible bidder.
Marshbank Construction, Inc. has successfully performed projects for the City.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council could choose not to award the contract which would delay construction of the project and would increase risk that the City will not meet committed construction deadlines with Sound Transit.
