Approve Consultant Services Agreement Supplement 1 with Progressive Design Build Consulting LLC for the Teen Center Project

OVERVIEW STATEMENT:
Parks and Public Works are requesting to approve the consultant services agreement supplement with Progressive Design Build Consulting LLC (PDBC) in the amount of $268,958. This supplement is for owner’s advisory services for the Teen Center project, Project No. 2571. It increases the maximum amount payable to $317,808.
An original contract in the amount of $48,850 was awarded to PDBC to provide owner’s representative services and support the City’s application to the state’s Project Review Committee for approval to use an alternative delivery method for the project. The contract also allowed PDBC to begin supporting the procurement of a design-build team to help expedite the project in accordance with Council direction. The original contract was not brought to Council for approval because it was below the $50,000 threshold.

• Required:
o Council approval is required to award an architectural and engineering services agreement that exceeds $50,000 (2018 City Resolution 1503).
o Council Action AM No 25-184: “Approval to Rebuild the Teen Center on the Same Location. Prioritize Expedience in Construction, Centering Teen Voices in the Design Process, and Including Music Performance Space and a Dedicated Recording Studio to Continue the Old Firehouse Teen Center Legacy”

ANTICIPATED RESULT IF NOT APPROVED:
This contract is needed to continue receiving owners advisory support services for procurement of the design-build team and implementing the validation phase of implementation for the Teen Center Project. This is in line with council direction that this project should be expedited. Not approving the contract could delay DB procurement process and potentially Teen Center construction.
