These improvements will boost capacity on the SR 202 corridor to support increased travel volumes associated with growth and improve access to the Marymoor light rail station.
The improvements will enhance pedestrian safety through crosswalk revisions, support bicycle mobility with new north/south bicycle lanes, increase vehicle capacity by enabling eastbound right turn movements to occur concurrently with southbound through and westbound left movements.

- Request: We are requesting this item go forward for Council Approval at the November 3, 2020 meeting
- Other Facts: Improvements will help address the following
o Congestion at this intersection is a cause of backups on both SR 202 and SR 520
o There is no complete bicycle facility connection between Marymoor Village and the rest of the Southeast Redmond Neighborhood
o Pedestrians have been observed jaywalking across SR 202 rather than use the existing crosswalk system
OUTCOMES:
The safety and capacity enhancements at the intersection will help mitigate additional traffic generated with growth in Downtown and Marymoor Village as well as the addition of the Marymoor light rail station.
COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

Construction is planned to be complete in 2023 before the Marymoor light rail station opens.
• Outreach Methods and Results:
An open house is planned to facilitate outreach to commuters and other users. Impacted businesses and nearby property owners will be contacted individually to discuss the impacts to them and how they can best be mitigated.
• Feedback Summary:
The intersection is a known chokepoint for vehicular traffic. The Pedestrian Bicycle Advisory Committee has been consulted on the project and is supportive of the proposed improvements.

The City has also applied for a grant from the Transportation Improvement Board. If approved, the City’s contribution to the project would be reduced.

- The Sound Transit funding is dedicated specifically to this project per the Development Agreement for the Downtown Redmond Light Rail Extension

Time Constraints:
Construction is to be completed by the time the Marymoor light rail station is in service, currently anticipated in 2024, to meet the terms of the Development Agreement for the Downtown Redmond Light Rail Extension.
ANTICIPATED RESULT IF NOT APPROVED:
Safety and capacity improvements needed in advance of the light rail station opening would not occur. Funding from Sound Transit would be returned.
