OVERVIEW STATEMENT:
recommendation
This project will rehabilitate the NE 24th Street corridor from West Lake Sammamish Parkway to 172nd Avenue NE by replacing aging water, sewer, and stormwater infrastructure that has reached the end of its useful life and extending the pavement life through asphalt overlay and channelization improvements. Completing the utility upgrades in advance of the resurfacing work minimizes future roadway disruptions and protects the City’s investment.
Public Works requests Council approval to award the construction contract to Earthworks Solutions, LLC as the lowest responsible bidder, in the amount of $6,307,345 for the Pavement Management - NE 24th Street (West Lake Sammamish Parkway to 172nd Avenue NE) Project (Project No. 2319). Public Works also requests Council approval of Supplemental Agreement No. 1 to the consultant services contract with Consor, Inc., in the amount of $380,710, for construction engineering and inspection support services. The supplemental agreement would increase the maximum amount payable for consultant services to $1,774,670.

OUTCOMES:
NE 24th Street is a key east-west corridor for Redmond. Approving this contract and consultant supplement will allow replacement of the existing water, sewer, and stormwater pipes, rehabilitation of the pavement surface, upgrades to ADA-compliant curb ramps, updated street lighting, and installation of new roadway and bike markings. Additional work includes coordination with King County Metro to improve bus stops along the corridor.
