OVERVIEW STATEMENT:

City staff recommends that the City Council adopt a resolution ratifying the 2021 amendments to the King County Countywide Planning Policies and associated 2021 Urban Growth Capacity Report.

 

During 2021, King County staff developed updates to the King County Countywide Planning Policies (CPPs) in consultation with local government staff and the Growth Management Planning Council (GMPC), a group of local elected officials charged with developing the CPPs. Under the Growth Management Act (GMA, chapter 36.70A RCW), the CPPs establish a framework for guiding planning and development throughout King County. They were first adopted in 1992 and last significantly revised in 2013.

 

On December 14, 2021, the King County Council unanimously adopted the 2021 King County CPP amendments (King County Ord. 19384) and the accompanying 2021 Urban Growth Capacity Report (King County Ord. 19369). The Urban Growth Capacity Report is a technical document developed by the County and cities that assesses the development capacity for future housing and employment. It is required under RCW 36.70A.215.

 

In accordance with CPP policy FW-1, the amended policies become effective when ratified by at least 30% of city and county governments representing at least 70% of the county’s population. Also, according to CPP policy FW-1, no amendments are permitted during the ratification process. The CPPs are deemed ratified by a local jurisdiction unless the jurisdiction takes legislative action to specifically disapprove them by April 6, 2022.

The Growth Management Act (GMA) requires counties and cities to collaboratively and periodically review and update the Countywide Planning Policies (CPP <https://www.kingcounty.gov/~/media/depts/executive/performance-strategy-budget/regional-planning/CPPs/2012-CPPsAmended062516withMaps.ashx?la=en>s). The primary purpose of the CPPs is to ensure consistency and coordination among comprehensive plans for cities and towns within King County.

 

The Growth Management Planning Council is a formal body of elected officials from jurisdictions throughout the county charged with overseeing the preparation of the CPPs. In King County, the CPPs address growth management and integrate regional and legislative policy changes including those provided through Vision 2050, GMA amendments, and Sound Transit 3 and other regional transit investments. The CPPs are organized into the following substantive chapters:

                     Environment,

                     Development Patterns,

                     Housing,

                     Economy,

                     Transportation, and

                     Public Facilities and Services.

 

City staff participated in CPP development through the Interjurisdictional Team comprising local jurisdiction staff. Staff believes that two primary objectives have been met:

1.                     Alignment between City policy - as expressed in the Comprehensive Plan and various strategic and functional plans - and the amended CPPs; and

2.                     Alignment between planning assumptions used in Redmond 2050 and CPP growth targets.

 

OUTCOMES:

City of Redmond Ratification of the CPPs

Ratification of the amended CPPs will demonstrate active involvement and participation in the process provided under the Growth Management Act and the CPPs. Updates contemplated as part of the Redmond 2050 comprehensive plan update will be guided and informed by the King County CPPs. Redmond will use growth targets contained in the CPPs to inform planning for land use, transportation, and capital facilities.

 

Puget Sound Regional Council (PSRC) Certification

Certification of comprehensive plans is a requirement for jurisdictions that intend to apply for PSRC funding or proceed with projects submitted into the Regional Transportation Improvement Program.    During its certification review, PSRC looks for substantial consistency between a plan’s land use growth assumptions and growth targets adopted in the CPPs.

 

COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

                     March 2021: King County published draft CPPs for public review

                     May 2021: King County completed its environment review of the CPP updates

                     June 2021: GMPC began review of CPPs

                     July 2021: GMPC completed its review of CPPs and transmitted its recommendation to the King County Council

                     December 2021: King County Council adopted the CPPs

 

                     Outreach Methods and Results: The CPPs were available for public comment in March as noted above. Feedback and comments were considered in the final draft presented to the GMPC in June.  The GMPC maintains a list of interested parties to whom the draft CPPs were distributed.

                     Feedback Summary:

King County Executive staff received 33 written comments or comment letters during the public comment period in April-May 2021. These included comments from cities, nonprofits, trade organizations, political organizations, individuals, and others. Comments were wide-ranging, reflecting the diverse nature of those commenting and their interests. Growth targets and the distribution of housing, including affordable housing were among those topics generating significant interest.

Growth targets will have budgetary impacts associated with comprehensive plan updates, functional plan updates, and zoning implementation. Contracts associated with the Redmond 2050 periodic review include review and incorporation of growth targets and related updates as part of that scope of work.

Time Constraints:

The deadline for the City Council to act on the 2021 amendments to the CPPs is April 6, 2022. Under CPP policy FW-1, taking no action will be deemed the same as approval.

 

ANTICIPATED RESULT IF NOT APPROVED:

If the Council specifically disapproves the CPPs then Redmond will not be counted toward the 30% of city and county governments representing at least 70% of the county’s population needed to adopt the amended CPPs.
