The Operations and Maintenance Agreement enables construction completion and documents the roles and responsibilities required for future operation and maintenance between Redmond and Sound Transit at the Station site.

Sound Transit and Redmond have overlapping infrastructure on the Station site. This agreement is critical and necessary as assets are opened to the public. 

 

 

 

 

OUTCOMES:

Redmond and Sound Transit will agree upon operation and maintenance responsibilities for the future Overlake Village Light Rail Station assets. This agreement is required to be in place for:

-                     Redmond to take ownership of City assets currently under construction including the Overlake Village Station Pedestrian Bicycle Bridge and artwork, the Overlake Village Stormwater Infiltration Vault, and DaVinci Avenue

-                     Sound Transit to complete construction, operate, and maintain Station elements that overlap with the DaVinci Avenue right of way

                     Outreach Methods and Results:

Staff from each public works functional area and transportation maintenance and engineering were involved in reviewing the Overlake Village Station Operations and Maintenance Agreement. The Transit Way Agreement enables components of the Operations and Maintenance Agreement to be implemented and therefore relied on the Overlake Village Station Operations and Maintenance Agreement process for staff outreach.  

                     Feedback Summary:

City staff would prefer not to utilize the Sound Transit track access process which adds Sound Transit permitting requirements for City maintenance of City assets on Sound Transit property. However, staff recognize the requirements are placed on Sound Transit by federal railroad rules and that the City assets, such as the Overlake Village Pedestrian Bicycle Bridge, are important and worth maintaining even with the additional requirements.

Total Cost:

Owning and maintaining City assets at the Overlake Village Station site, such as the Overlake Village Pedestrian Bridge and DaVinci Avenue, will have maintenance costs. Details will be included in upcoming budget requests.

Time Constraints:

The Operations and Maintenance Agreement must be approved prior to:

-                     The City taking ownership of City assets and opening them to the public; and

-                     Sound Transit opening the portion of the site that overlaps with DaVinci Avenue right of way.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

City assets and a portion of Sound Transit’s Station will not be opened to the public.
