Redmond is seeking to partner with other Eastside cities/jurisdictions on the following two regional projects: Food Sustainability Planning and the Eastside Waste Prevention Campaign. Food Sustainability will include partnerships between the City of Redmond, City of Kirkland, and Lake Washington School District (LWSD) to reduce waste and increase use of reusable food service-ware in LWSD Schools.
The Cities of Redmond, Kirkland, Bellevue, and Bothell will partner on the Eastside Waste Prevention Campaign to help residents and businesses transition away from single-use items.

• LSWFA is a biennial, non-competitive grant administered by the Department of Ecology. Past uses of this grant by Redmond include:
o Purchase and installation of water bottle filling stations in City Hall, Public Safety Building, and other city facilities (2019-21)
o Purchase of recycling containers for City Hall garage (2019-21);
o Outreach and technical assistance to Redmond businesses to reduce waste and recycle more (2017-19)
• Food Service Sustainability Planning (“Task 1”)
o Project partners: City of Redmond, City of Kirkland, and Lake Washington School District (LWSD)
o Purpose: Create a Food Service Sustainability Roadmap to reduce waste and increase use of reusable food service-ware in LWSD schools.
o Title of ILA: “Interlocal Agreement Related to Solid Waste Management and Enhancing Sustainability in Food Service for Lake Washington School District” (aka Task 1 ILA)
• Eastside Waste Prevention Campaign (“Task 2”)
o Project partners: Cities of Redmond, Kirkland, Bellevue, and Bothell
o Purpose: Help residents and businesses transition from single-use items through targeted outreach via virtual classes and events and the distribution of durable service-ware; combine with large-scale media campaign (TV, radio, print and social media).
o Title of ILA: “Interlocal Agreement Related to...Waste Prevention Campaign” (aka Task 2 ILA)
OUTCOMES:
• To implement the City’s ESAP Strategy M2 - “reduce community waste generation (reuse, repurpose, upcycle)” - the City must invest in non-traditional methods to prevent waste from being generated.
o The Eastside Waste Prevention Campaign (Task 2) is expected to prevent an estimated 19,500 lbs. of waste from being generated.
o The Food Service Sustainability Planning project with LWSD (Task 1) will facilitate a system-wide approach to waste reduction and recycling with larger impacts than could otherwise be achieved by individual schools within Redmond.
COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:
• Timeline (previous or planned):
Consultants will be hired to implement both Task 1 and Task 2 projects with collective input from project partners.
• Q1 2022: Consultant procurement process led by the City of Kirkland with input from project partners.
• Q2 2022 - Q2 2023: Project implementation occurs.
• End of 2022: First disbursement of matching grant funds to City of Kirkland
• June 2023: Project completion; final disbursement of matching grant funds to City of Kirkland
• Outreach Methods and Results:
Outreach methods will be grounded in Community-Based Social Marketing and may include focus groups to determine barriers and benefits of single-use item alternatives; communication of potential savings from waste reduction measures; and purchase and distribution of durable service-ware to prevent waste from single-use items. Exact methods will be determined through consultant recommendations and collaboration with the project partners.

Total Cost:
$32,473 = TOTAL to be reimbursed by the City of Redmond to the City of Kirkland to fulfill the 25% match required by the Department of Ecology for grant project expenses. Grant matching funds are dispersed between the two projects as follows:
• $9,717.61 = match for Food Service Sustainability Planning (Task 1)
• $22,755.39 = match for Eastside Waste Prevention Campaign (Task 2)

The grant period ends on June 15, 2023.
ANTICIPATED RESULT IF NOT APPROVED:
If this ILA is not approved, Redmond will withdraw from the campaigns described above, and Redmond residents, businesses and schools will not benefit from the activities of these regional partnerships, including potential individual and community benefits from reducing waste at a regional level. Redmond would forgo use of LSWFA funds for the current grant cycle but would have the opportunity to reapply for the 2023-25 grant cycle.
