OVERVIEW STATEMENT:

Presenting to Council for approval of two service agreements for Redmond Fire Departments to formalize partnership with Duvall Fire Department and Snoqualmie Fire Department regarding their Mobile Integrated Health programs. This partnership includes sharing the expenses associated with the services of Julota client tracking software and an Aging and Disability Services (ADS) Social Worker that are both currently under contract with Redmond Fire Department/Northeast King County Mobile Integrated Health. This partnership will also allow for Paramedics staff in Redmond to support client navigation in those jurisdictions with Advance Life Support services when needed.
These agreements, with mutual agreement from each agency, will automatically renew annually for the life of the King County Medic One 2020 - 2025 Levy.

Sharing resources with other jurisdiction will free up a portion of the King County Medic One Levy funded allocations to Redmond Fire Department. This will increase the non-emergent outreach of Mobile Integrated Health allowing for broader connections of health and social services to Redmond’s most vulnerable citizens.
OUTCOMES:
These service agreements give Redmond Fire Department the ability to recover expenses associated with the shared resources, described in the overview above, by billing Duvall Fire Department and Snoqualmie Fire Department on a quarterly bases for services delivered. The current King County Medic One Emergency Medical Services Strategic Plan supports the efficiencies in regionalization that these agreements achieve. Redmond Fire Department / Northeast King County Mobile Integrated Health is excited for the opportunity to have broader outreach helping at risk populations with access to health and social services during non-emergent times and ultimately reducing 911 call for high utilizers by addressing their needs in advance.
COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

Mobile Integrated Health is currently working with clients within the City of Redmond, Fire District 34, Duvall and portions of unincorporated Northeast King County. The intent of these agreements is to capitalize on existing partnerships and secure additional revenues for the MIH program.
• Outreach Methods and Results:
Notification for client referrals come from interactions during emergency responses, word of mouth reports from law enforcement, family, friends, citizens or witnessed interactions during non-emergent activities. In 2019 these methods of outreach provided for notification to MIH of 487 referrals throughout Northeast King County
• Feedback Summary:
During the 2019 Mobile Integrated Health pilot project the navigation team was able to contact 70.3% of the clients that had been referred. Through successful connections of those clients with available health and social services 911 usage was decreased by 55.9% and emergency department admissions were reduced by 39.5% for these individuals.
BUDGET IMPACT:

There is no increased expense to the City of Redmond. Mobile Integrated Health expenses are covered by the King County Medic One Levy under the BLS Contract allocation for 2020 - 2025. The total amount allocated to Redmond Fire Department for 2020 is $268,000.00. Subsequent yearly allocation will increase by CPI-W plus 1% for the remainder of the levy.
