III. DESCRIPTION/BACKGROUND
The City of Redmond periodically updates its development regulations to address errors, discrepancies, and ambiguities. As a normal course of business, staff dockets proposed code corrections based on the following:
• Need for correction discovered during code implementation;
• Conditions changed, such as naming conventions or aspects of the built environment;
• Administrative interpretation identified need for improved clarity;
• State or federal regulations updated; and
• Emerging technologies, procedures or practices changed.
Since the City Council’s last such action (Ord. 2803, eff. Oct. 17, 2015), staff has analyzed and logged over 120 proposed code corrections.
From this comprehensive list, the current series of amendments involve 22 sections of the Redmond Zoning Code / Redmond Municipal Code for which minor, non-substantive code corrections are recommended. These were identified based on the following criteria:
• Clearly maintains the intent, purpose, and direction of the current code;
• Scope and scale is limited to a small, isolated portion of the code; and
• Administrative interpretation of an issue relies solely on existing code for clear and concise direction.
The remaining corrections, not included within this proposal, were classified based on policy consistency and scope for a later phase of review or as a new policy for individual future consideration such as through the annual docketing process. These remaining corrections require in-depth analysis, community input, or careful coordination across multiple sections of Code and disciplines. Staff anticipates seeking the Planning Commission and City Council’s review of code corrections again in 2019-2020.
Planning Commission Review
The Planning Commission reviewed this package of amendments during study sessions held on November 28, 2018, December 12, 2018, and January 9, 2019, to deliberate the Technical Committee’s November 7, 2018 recommendation. A summary of the Commission’s discussion and its recommendation are included in Attachment E.
City Council Review
City staff briefed the City Council’s Planning and Public Works Committee of the Whole on these proposed amendments at the February 19, 2019 meeting. Typically held on the second Tuesday of the month, this Committee meeting had been rescheduled due to inclement weather. Councilmembers recommended including the amendment package as a consent item for their consideration and action during a future meeting.

V. IMPACT
A. Service/Delivery:
The recommended amendments support service delivery by improving code clarity and correcting errors since the last package of periodic amendments was adopted.
B. Fiscal Note:
No significant impacts anticipated.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council may choose to adopt the amendments, adopt the amendments with modifications, delay adoption, or not adopt the amendments.
Staff is recommending the City Council’s adoption of the amendments as proposed.
VII. TIME CONSTRAINTS
Timely action is desirable to improve code clarity and correct errors.
