Approve Final Contract with Dickson Company and Accept Construction for the Old Fire House Teen Center Demolition Project
OVERVIEW STATEMENT:
recommendation
Public Works is requesting that Council provide direction to proceed with final contract closeout and, at the November 2, 2026 Business Meeting, approve the final contract with Dickson Company and accept construction for the Old Fire House Teen Center Demolition project (No. 2569).
The project completed hazardous material abatement and demolition of the existing Old Fire House building, preparing the site for construction of the new Teen Center. The contract with Dickson Company had a base bid amount of $388,895, plus or minus change orders and bid item increases or decreases, resulting in a final contract amount of $333,304.
Council acceptance is the final step in completing the construction contract. Following acceptance, the project will proceed through the remaining contract close-out requirements, including release of retainage in accordance with RCW 60.28 after receipt of required clearances from the Washington State Departments of Revenue and Labor and Industries and completion of the mandatory 45-day waiting period for filing claims and liens.

Time Constraints:
Following Council acceptance, and in accordance with RCW 60.28, contract retainage will be released after receipt of required clearances from the Washington State Departments of Revenue and Labor and Industries and completion of the mandatory 45-day waiting period for filing claims and liens.
ANTICIPATED RESULT IF NOT APPROVED:
If Council does not accept construction, the project cannot be formally closed out and the contractual warranty period will not begin. This would delay final contract closeout and could result in additional project closeout costs.
