Approval of Member Appointment and Reappointments to Community Facilities District (CFD) 2014-1
OVERVIEW STATEMENT:
recommendation
There are two Community Facilities Districts (CFD) within the City of Redmond (www.redmond.gov/1946/Public-Private-Partnerships <http://www.redmond.gov/1946/Public-Private-Partnerships>). Under CFD regulations, City Council must approve the appointment and reappoint of members to the Board of Supervisors.
Council is asked to:
• confirm the appointment of Mike Behn, representative of Microsoft, to the Community Facilities District (CFD) No. 2014-1 Board of Supervisors. Mike Behn will complete the term of previous Microsoft representative Marcia Jones that expires August 31, 2025.
• confirm reappointment of Councilmember Osman Salahuddin. Councilmember Salahuddin’s term will be September 1, 2024-August 31, 2027.
• confirm reappointment of Microsoft representative Don Marcy. Don Marcy’s term will be September 1, 2024-August 31, 2027.

OUTCOMES:
CFD 2014-1 was established on July 15, 2014, as a partnership between the City of Redmond, Microsoft, and Sound Transit to fund and construct improvements at the Overlake Transit Center (OTC), including a pedestrian bridge over SR 520 and 156th Avenue NE.
On August 19, 2014, the Redmond City Council appointed the Board of Supervisors for the newly formed CFD 2014-1. Members first appointed to the Board of Supervisors serve for one and two years respectively from the date of their appointments, after which the term of office for each supervisor is three years or until a successor is appointed. The CFD 2014-1 Board of Supervisors is made up of three members of the Redmond City Council and two Microsoft representatives.

Per this action, the Redmond City Council will:
• confirm Microsoft representative Mike Behn to complete the three-year term of former Microsoft representative Marcia Jones that expires August 31, 2025.
• confirm the reappointment of Councilmember Salahuddin for a three-year term, September 1, 2024-August 31, 2027.
• confirm the reappointment of Microsoft representative Don Marcy for a three-year term, September 1, 2024-August 31, 2027.
