OVERVIEW STATEMENT:

The City is currently under an Interlocal Agreement with King County Regional Homelessness Authority (KCRHA) for administration and funding of severe weather activities. KCRHA has awarded and expended the City’s 2025-2026 budgeted funds under this arrangement. Due to organizational and operational changes at KCRHA, this ILA is being dissolved.

The scope and role of the King County Regional Homelessness Authority is shifting as homeless services contracts return to the City of Seattle and King County. Since KCRHA will no longer administer funding for local programs, including severe weather services, the City’s existing arrangement with KCRHA is no longer applicable. As is required by the terms of the ILA Section VII, the City has provided written notice of its intent to withdraw effective December 31, 2026 (See Attachment B).
OUTCOMES:
KCRHA continues to play a key role in coordinating regional strategies to address homelessness. As KCRHA advances its work across jurisdictions, the City will remain an active partner by collaborating on policy development, aligning resources, and creating shared solutions to address homelessness in our region. The City will work with Bellevue and other subregional partners to conduct a joint procurement process for awarding severe weather funding that may be approved in the 2027/2028 budget.
