III.                     DESCRIPTION/BACKGROUND

 

Funding

The Puget Sound Regional Council (PSRC) has authorized distribution of Federal Highway Administration (FHWA) funds to design and construct a paved, shared use path on 40th Street from 156th Avenue to 163rd Avenue. This includes:

                     $206,500 for design

                     $1,200,000 for construction

The Council accepted the construction funds along with 2018 grant revenue for other projects in Fall of 2018. The design funds were awarded prior to 2018 but have not yet been brought to Council for action. Redmond’s recently adopted 2019-2020 Budget fully funds this project and assumes acceptance of the $1,406,500 in grant revenue.

 

Project

The 40th Street Shared Use Path will provide a comfortable bicycle and pedestrian connection in the Overlake Regional Growth Center that will:

                     Increase bicycle access to the Redmond Technology Station.

o                     Transportation options will play an important role in light rail ridership as there will be a limited number of park and ride stalls (320) which will require riders to find other modes, such as bicycling, to access the Station.

                     Extend the reach of the regional bicycle trail system by extending this paved, shared use path from 520 Trail east to 163rd Avenue.

                     Enable future expansion of bicycle facilities further east on 40th Street to connect the Idylwood Neighborhood into the Overlake Regional Growth Center.

This project is included in the Capital Improvement program and is consistent with the Transportation Master Plan.

Existing conditions on 40th Street are a significant barrier to bicycle use. People willing to bicycle on 40th Street today ride in the roadway on this a five lane, 35 MPH arterial with nearly 25,000 vehicles per day. The project will provide a paved, shared use path designed to regional trail standards that is comfortable for all ages and abilities to walk and bicycle on.

This action would accept $206,500 in revenue for the 40th Street Shared Use Path project from 156th Avenue to 163rd Avenue.

Redmond’s recently adopted 2019-2020 Budget fully funds this project and assumes acceptance of this grant revenue. Estimated costs are:

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

Council may choose not to accept the transportation revenue in the recommended action. A different revenue source would need to be identified to complete this transportation project.

 

VII.                     TIME CONSTRAINTS

 

The PSRC design grant must be accepted by Council by the end of April or the design grant funds will be released from Redmond and the Puget Sound Regional Council will redistribute the funds to other jurisdictions in King County.
