OVERVIEW STATEMENT:

After launching in the summer of 2019, the micromobility pilot program (also known as the bike and scooter-share program) has been a successful first-last mile mobility option for City of Redmond community members from 2019 through 2024. In 2023, City staff received direction from the City Council to transition from a pilot to a permanent program with enhanced requirements. In 2024, City staff took that feedback and completed a Request for Qualifications (RFQ) process and identified the vendor to manage the permanent program. The permanent program is set to begin on January 1, 2025. As part of the permanent program contract, staff have identified additional fees to be added to the Bike and Scooter Share Permit Fees Schedule. We are seeking approval of a Resolution to incorporate the additional per-trip and per-vehicle fees that will offset staff time for program management.

OUTCOMES:

A successful micromobility program advances the City’s goals by addressing mobility, climate, equity, and safety. The program advances a viable first-last mile mode that is available for all in the City of Redmond. This supports the Transportation Master Plan strategy to improve travel choices by reducing drive-alone trips.

                     Feedback Summary:

Council initiated discussion of bike share in 2018 and decided in 2019 to allow bike and scooter share as a permitted right-of-way use during a pilot project period.  Lime applied to operate scooter share and was permitted effected July 30, 2019. 

 

Following the mid-pilot evaluation in Fall 2019, Council directed staff to return with a set of proposed program revisions that could improve scooter share use and community support.

 

Staff returned to Council for feedback on the future of the pilot program Fall 2023. Council directed staff to proceed with a permanent program.

The Shared Micromobility (Bike and scooter share) program is provided by a private vendor via a right-of-way use permit. Staff working on this program are funded through the adopted budget.

Time Constraints:

The Micromobility Permit is transitioning from a pilot to a permanent program. By transitioning from a pilot program to a permanent program, the City of Redmond can receive revenue from the City’s chosen vendor. In its current pilot program state, the City is not able to collect fees from its micromobility vendor. The program is anticipated to begin January 1, 2025.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

If the additional per-trip and per-vehicle fees are not approved, the program will not be able to collect ongoing revenue from the vendor to offset staff time costs.
