OVERVIEW STATEMENT:

recommendation

The Governance Committee approved a budget increase for the NE 40th Street Shared Use Path project that is currently in design from $4,496,340 to $5,328,676 and requested that the following information be shared with Council:

 

1)                     A status update regarding planned transportation projects on the 40th Street corridor.

2)                     The anticipated budget increase necessary to fully fund the 40th Street Shared Use Path Project between 156th Avenue NE and 163rd Avenue NE so it can advance toward an award of contract with a full project contingency.

3)                     An updated cost will be provided to Council for funding approval in late Spring/early Summer 2022 at award of the construction contract (after City has received construction bids for project).

OUTCOMES:

This informational update is intended to help ensure a timely approval of the construction contract - helping avoid potential schedule delays.

 

 

COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

 

                     Timeline (previous or planned):

The project will be bid this spring then brought to Council for construction contract award in late spring or early summer. 

                     Outreach Methods and Results:

This NE 40th Street Corridor Improvement Project is identified in the Transportation Master Plan and approved in 2021-2026 Capital Investment Program. Direct project outreach has involved the Pedestrian Bicycle Advisory Committee and the adjacent property owner.

                     Feedback Summary:

Support for:

-                     Upgrading existing sidewalk to meet Americans with Disabilities Act standards, and

-                     Providing a new comfortable bicycle facility connecting to light rail.

The cost estimate as of 60% design is $5,328,676, exceeding the approved 2021-2026 Capital Investment Plan budget of $4,496,340.

Budget/Funding Constraints:

Transportation impact fees may only be used for new transportation facilities that are consistent with the Transportation Facilities Plan which include bike capacity expansion projects. There are transportation impact fees available to fully fund the increase in project costs.

Time Constraints:

This project will return to Council for award of the construction contract in late Spring or early Summer 2022.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

If the construction contract is not ultimately approved then pedestrian and bicycle improvements on 40th Street, including future projects to the east of 163rd Avenue, will be cancelled.
