OVERVIEW STATEMENT:

Accept grant funding for the Traffic Calming and Pedestrian Safety Measures in Redmond, Washington project as awarded by FHWA as part of the Safe Streets and Roads for All grant program.  This project will use quick-build materials to demonstrate and evaluate the effectiveness of safety treatments, including pedestrian crossing islands and separated bike lanes on NE 85th Street and 161st Ave NE, and mini traffic circles in select locations along NE 79th St and 188th Ave NE.  Approval for the Mayor to sign the grant agreement is also being requested.

REQUEST RATIONALE:

 

                     Relevant Plans/Policies:

o                     Redmond 2050, FW-TR-1: Plan, design, build, operate, and maintain a safe transportation system that advances an equitable, inclusive, sustainable, and resilient community by providing for the mobility and access needs of all

o                     TR-2: Develop a Vision Zero Action Plan that incorporates a whole-City and whole-community approach to achieving zero deaths and serious injuries.

o                     Redmond 2050, FW-TR-3: Complete the accessible and active transportation, transit, freight, and street networks identified in the Transportation Master Plan in support of an integrated and connected transportation system.

o                     TR 14: Prioritize transportation investments that reduce household transportation costs, such as investments in transit, bicycle and pedestrian system access, capacity, and safety.

o                     TR-16: Prioritize the comfort, safety, and convenience of people using pedestrian and bicycle facilities over other users of the transportation system. Establish standards for bicycle and pedestrian facilities to attract users of all ages and abilities. Prioritize improvements that address safety concerns, connect to centers or transit, create safe routes to school, and improve independent mobility for those who rely disproportionately on the pedestrian and bicycle network.

o                     Redmond 2050, FW-TR-4: Plan, design, build, operate, and maintain a transportation system that supports the City’s sustainability principles.

OUTCOMES:

This Demonstration project will provide traffic calming measures using quick-build materials and will evaluate their effectiveness, which will inform an update to the City’s Safer Streets Action Plan.  If the proposed treatments are not effective in achieving the desired outcomes they will be removed and restored to the original condition. Separated bike lanes on 161st Ave NE will inform a capital project to build a permanent separated bike lane slated for design in 2029.
