III. DESCRIPTION/BACKGROUND
The Commission-recommended six amendments to the Capital Facilities Element. Two of the amendments reflect incorporation of the Capital Investment Strategy (CIS) practices currently used in Redmond’s approach for 6-year CIP and long-range capital investment implementation. One amendment adds information from recent updates to functional plans. Three amendments update the Comprehensive Plans to ensure functional and strategic plans address emergency preparedness needs as applicable. The amendments six are:
• New policy CF- 5.5 which calls for community outreach during the capital planning and implementation process so that people have opportunities to engage and be aware from initial concept through to construction.
• Refinement to three existing policies:
• CF-6 updates the capital service standards for transportation, parks, and general government facilities to reflect the updated functional plans for parks, transportation, and planning for government facilities.
• CF-7 reflects several refined practices developed through the CIS process including:
i. that the CIS span include high-priority capital projects planned for 2031-40,
ii. that the City should strategically leverage funds and investment opportunities and create partnerships when consistent with City capital investment priorities, and
iii. that funding approaches be consistent with Redmond’s Financial Strategy: A Six-year Long-range Financial Strategy.
• CF-8 reflects a recent CIS practice of applying a standard approach to preliminary cost estimating for capital projects, acknowledging the primary sources from which capital projects are proposed, and noting that efforts should be aligned when planning and prioritizing projects.
• One update to introductory text, primarily to update the summary of capital facilities inventory.
• One amendment regarding development and updates to functional plans to more clearly highlight emergency preparedness, and the addition of a policy to directly address emergency preparedness as applicable when considering functional or strategic plan amendments or updates

An update on this topic was provided at the City Council’s Planning and Public Works Committee meeting on October 10, 2017, and at the City Council meeting on
November 21, 2017.
