III.                     DESCRIPTION/BACKGROUND

The City of Redmond has a successful commercial organics recycling program which includes businesses and multi-family housing.  Currently there are 243 accounts hauled by Waste Management.  Each account may have up to three 64-gallon toters hauled twice a week at no additional charge to the customer. The toters are lined with a compostable bag after each servicing and the organics are hauled to Cedar Grove to recycle into compost.

In 2016 the commercial organics route resulted in 690 tons (1,380,000 pounds) of organics/food waste being diverted from the landfill and recycled into compost.

The objective of this agreement is to assist the City with maintaining current accounts, as well as the continued roll-out of the commercial organics recycling program by recruiting new participants, as well as assisting each business/multi-family complex with implementation.

The Contractor will assist in continuing program promotion and recruiting businesses and multi-family properties to participate in the program. The Contractor will offer tailored assistance with each business and multi-family complex that decides to participate.

The Contractor may also assist with event food recycling, and recycling, per project manager instruction. The Contractor may assist with organics recycling and single stream recycling planning and day-of activities for Derby Days.

The Contractor will coordinate with Waste Management on the commercial organics route with duties including driver education, coordinating service roll-outs with operations, and annual ride-alongs.

The Contractor will operate an organics information hotline.  This will be used to answer questions or recruit more participants.

V.                     IMPACT

A.                     Service/Delivery:

Approval of the contract will allow the City of Redmond to continue to have one of the cleanest commercial organics streams in the region. It will also allow the City to continue to provide a high level of service to existing commercial organics customers, as well as expand the program. An estimated 690 tons (1,380,000 pounds) of organics/food waste will be diverted from the landfill and recycling into compost.

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

The City Council could choose not to approve the contract.  Staff would then need to explore alternative means to maintain the current commercial organics route.  Expanding the route would not be possible without approval of the contract.

VII.                     TIME CONSTRAINTS

Target Dates

The contract is set to start January 1, 2018.
