Adoption of Ordinances to Formalize Updates to Redmond Municipal Code Titles 10, 12, 13, and 15

 

OVERVIEW STATEMENT:

The Public Works Department embraces continued improvement to achieve organizational excellence.  As part of this effort, Public Works proposed updates to multiple Redmond Municipal Code (RMC) sections within these Titles related to Public Works functions. These updates are intended to clarify roles and responsibilities within the Department and to improve operational performance and consistency. These code revisions have been coordinated with the APWA Accreditation effort to ensure code authority and operational functions are aligned.

 

Public Works staff provided an overview of the update process to Council at the June 3, 2025, Planning and Public Works Committee. Staff then presented and discussed specific changes with the Council to Titles 10 and 12 in June 2025 and to Titles 13 and 15 in October 2025.

 

The four revised Titles received a SEPA Determination of Non-Significance in early 2026, and the comment and appeal period ended on February 16, 2026.  Comments received through this and other means have been addressed as summarized in the community/stakeholder outreach and involvement section below. 

 

The City Clerk and City Attorney have reviewed and accepted the four separate ordinances attached to this memo. Public Works recommends that Council adopt these ordinances.

OUTCOMES:

The City will benefit from revisions to the RMC by providing users a code that clearly identifies roles and responsibilities, clarifies authorities, and aligns with operational functions. These revisions also update provisions in the code that are outdated or inconsistent. The resulting code requirements align with the policies and procedures documented with the Public Works APWA Accreditation effort

Public input was collected on Titles 10 and 12 in July and August 2025 and on Titles 13 and 15 in November and December 2025.  Comments were also solicited as part of the State Environmental Policy Act (SEPA) threshold determination in February 2026.

Let’s Connect, SEPA,  and targeted emails to stakeholders such as the OneRedmond Government Affairs Committee.

                     Feedback Summary:

Comments received from the public, councilmembers, and the Washington Department of Fish and Wildlife have been documented in the comments and rationale table in Attachments E, F, G, and H along with Public Works’ responses to those comments.

Time Constraints:

Public Works received APWA Accreditation in April 2026. Although it is not required to have the Code changes associated with this effort in place immediately after, the goal is to complete the updates to the RMC by the second quarter of 2026.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

The Council could choose not to approve some or all of the proposed Code changes. If so, outdated and unclear sections within the Code would remain, and overall, the Code would not align with the current operational structure of Public Works and the City.
