OVERVIEW STATEMENT:

The City has been awarded $1,518,000 in Highway Safety Improvement Program (HSIP) funds from WSDOT’s City Safety Program for the 148th Ave NE Safety Corridor Project, which is identified as a priority project in the Local Road Safety Plan. This safety work is complementary to the Multimodal Overlake Access (MOVA) project being funded through Move Ahead Washington funding.

REQUEST RATIONALE:

 

                     Relevant Plans/Policies:

Transportation Master Plan

                     TR -14 Prioritize transportation investments that reduce household transportation costs, such as investments in transit, bicycle and pedestrian system access, capacity, and safety.

                     TR- 16 Prioritize the comfort, safety, and convenience of people using pedestrian and bicycle facilities over other users of the transportation system. Establish standards for bicycle and pedestrian facilities to attract users of all ages and abilities. Prioritize improvements that address safety concerns, connect to centers or transit, create safe routes to school, and improve independent mobility for those who rely disproportionately on the pedestrian and bicycle network.

 

Local Road Safety Plan Recommendations for 148th Ave NE

                     Candidate location for upgraded crosswalk markings

                     Improvements at signalized intersections

                     Add enhanced pedestrian crossings at high demand locations

                     Project 2: 148th NE Safety Corridor Project

o                     Replacement of all crosswalks in the corridor with high visibility markings

o                     37 total crossings throughout the project corridor

o                     Signal improvements at all corridor signals (9 intersections

o                     Incorporate lead pedestrian intervals and a 3.5 ft/

RCW 35A.11.040 requires Council approval to accept grant funds

OUTCOMES:

By adding the project to the CIP and accepting grant funds, the City will be able to complete this high priority project identified in the Local Road Safety Plan.
