Accept construction of the SR 520 Trail Grade Separation Project, which opened this past summer.  Approve the final construction contract amount with Granite Construction Co. of Everett Washington, in the amount of $9,029,821.

OUTCOMES:

The SR 520 Trail Grade Separation project improved safety and operations for all users at the intersection of the SR 520 Trail and NE 40th Street by grade separating non-motorized users from vehicular traffic. A tunnel was constructed underneath 40th Street for pedestrians and bicyclists with all the associated required infrastructure improvements needed to connect the 520 Trail to the tunnel.  Specific project benefits include:

                     Improve safety of pedestrians and bicyclists.

                     Improve operations for vehicles and buses by reducing the number of pedestrians and bicycles crossing NE 40th Street.

                     Provide a safe and efficient path for pedestrians and bicyclists to cross NE 40th Street.

Funding source(s):

Connecting WA Transportation package, Transportation CIP and CFD 2016-01

 

Budget/Funding Constraints:

 

City will be requesting approval from the Community Facilities District (CFD) Board of Supervisor on December 7th immediately prior to the Council Meeting for payment of a portion of the expenditures, in the amount of $433,696 that is not eligible for payment from Connecting Washington funds. The City anticipates CFD Board approval, however If the request is not approved by the Board, then this amount will be funded by Transportation CIP funds.

 

Final project costs were approximately $2 million less than the budgeted amount due to value engineering and competitive contractor bids. Lower expenditures were attributed to project management and a detailed design approach, including precise identification of all utilities to limit potential conflicts within the project.

Time Constraints:

Following project acceptance, in accordance with RCW 60.28, the contract retainage will be released upon receipt of clearances from Washington State Departments of Revenue and Labor and Industries, and a mandatory 45-Day waiting period for filing claims and liens.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

The one-year warranty period begins upon Council acceptance of construction of the project.
