Staff is providing an update to Parks and Environmental Sustainability Committee of the Whole on the RCC III Request for Proposals (RFP) for design and the PSE Sammamish-Juanita easement along the RCC III Corridor.

Staff intends to return in April/May to seek Council approval of the consultant contract for design of the RCC III. Additionally, Council approval of an easement with Puget Sound Energy for the Sammamish-Juanita Transmission Line project should take place this spring/summer.

 

 

OUTCOMES:

The Redmond Central Connector is a key regional link from Redmond to Issaquah via the East Lake Sammamish Trail, two light rail stations (Downtown, Marymoor Village) and the Cross Kirkland Corridor.  It is part of the larger Eastrail, a 42-mile corridor between Snohomish County and Renton.  RCC III is Redmond’s final 1.6 miles of the trail to be completed and will improve access to businesses on Willows Road and Kirkland at NE 124th

 

 

COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

 

                     Timeline (previous or planned):

RCC III will begin construction following the completion of the PSE Sammamish-Juanita Transmission Project.  Construction is projected to start in 2024.

                     Outreach Methods and Results:

Extensive outreach and public engagement were done as part of the Redmond Central Connector Master Plan.  Additional outreach will be done through the design phase of RCC III when the City brings on a design consultant for the project.

                     Feedback Summary:

2017 PARCC Plan outreach noted the top trails priority was to better connect the existing trail system and build additional miles of new trail. This project will achieve both of those outcomes and connect into the broader regional trail network.

$10.9M-this preliminary number is based on the 10% trail alignment and will be refined through initial design.

Vibrant & Connected; $2.8M was added to CIP in mid-year budget adjustment in August 2021, so design could be started in order to be in a position to obligate grant funds listed below. 

 

The project is not yet fully funded and will be put forward in the 2023-2028 CIP for City Council consideration.

As noted above the project is only partially funded.  Currently $5.63M is funded, and a further $5.3M will be needed for future construction.

Time Constraints:

Contract approval in May will allow for timely work on design, ensuring construction can start when PSE is finished in the corridor.
