Redmond 2050: Planning Commission Recommendations for Phase 2B and Phase 2C Comprehensive Plan Elements and Critical Areas Regulations

Staff recommends that the City Council discuss and provide direction on topics raised on July 2. Based on staff capacity, staff recommends organizing the July 9 and July 23 study sessions as follows:
• July 9: Land Use, Community Development and Design, and Natural Environment Element
• July 23: all other Phase 2B and Phase 2C elements
On April 24, 2024, the Planning Commission recommended approval of the Capital Facilities; Utilities; Participation, Implementation, and Evaluation; and Natural Environment Elements and Critical Areas Regulations. REQUEST RATIONALE:
• Relevant Plans/Policies:
Policy PI-15 calls for periodic Comprehensive Plan reviews.
• Required:
The Growth Management Act requires that Washington cities and counties review and, if needed, revise their comprehensive plans and development regulations every ten years. For King County cities the periodic review must be completed by December 31, 2024.
• Council Request:
The City Council requested quarterly reports on project milestones, staff progress, and public involvement.

Updating the Redmond Comprehensive Plan will ensure that the Plan is consistent with state law and regional policy direction; advances equity and inclusion, sustainability, and resiliency; and that Redmond is prepared for growth expected through the year 2050.

• The Land Use Element was reviewed by the Redmond 2050 Community Advisory Committee in Q2 and Q4 2023, and by the Planning Commission in Q3-Q4 2023 and Q1-Q2 2024.
• The Community Development and Design Element was reviewed by the Redmond 2050 Community Advisory Committee in Q1 and Q3 2023 and Q1 2024, and by the Planning Commission in Q1, Q3, and Q4 2023 and Q1-Q2 2024.
• The Climate Resiliency and Sustainability Element was reviewed by the Environmental Sustainability Advisory Committee in Q3 2023 and Q1 2024, by the Redmond 2050 Community Advisory Committee in Q3 2023 and Q1 2024, and by the Planning Commission in Q3 2023 and Q1-Q2 2024.

• Feedback Summary:
Capital Facilities: Generally supportive of updates. Discussions included how capital facilities planning can incorporate Redmond 2050 themes of Equity and Inclusion, Resiliency, and Sustainability.
Utilities: Comments on resiliency of systems, such as water and power systems. Support for need to move away from natural gas as an energy source, and openness for alternatives. Discussions on ensuring equity in service provision, especially telecommunications.
Participation, Implementation, and Evaluation. Generally supportive of policy direction. There was some discussion on the implementation and evaluation program and on promoting active participation in boards and commissions by removing participation barriers.
Natural Environment: Discussions and comments included protection of the Critical Aquifer Recharge Area (CARA), environmental stewardship, and incorporation of indigenous knowledge into planning processes.
Critical Areas Regulations: Generally supportive of updates. Discussions about the following: protection of the CARA, increasing critical area buffers, best available science, species of local importance, map updates, stream typing and climate resiliency.
Land Use
• Support for direction of element, including updated land use map.
• Interest in the intersection of land use policies, daycares as an allowed use, and the allowed uses for complete neighborhoods. Interest in expanding explicit support for childcare.
• Strong support for the concept of “Complete Neighborhoods” policy and implementation.
• Appreciation that “Complete Neighborhoods” reflects community values and desired outcomes.
• Support for food trucks.
• Discussion of different ways land use intersects with, and communicates support for, biking, walking, taking transit, and other non-driving modes.
• Interest in “centers,” including formal definitions, regional context, and history of Marymoor Village.
• Desire to protect drinking water source and other natural resources in manufacturing park and business park areas.
• Appreciated consistency in terms and emphasis on equity and inclusion. Example, drafting the term “accessible and active transportation” and consistently using the term throughout.
• Appreciated reduction of jargon.
• Emphasized need for a glossary and defining of term.
Community Development and Design
• Community-based organization partners reviewed drafts and community comments from inclusive community engagement and recommended edits and additions to several policies in this and other chapters.
• Support for the way the policies have captured the community vision.
• Strongly reflects the community and Commission comments.
• Appreciate focus on equity and inclusion.
• Council discussion on if policies for inclusive and universal design go far enough.
• After PC discussion, several policies that were initially drafted for one center were moved to become applicable to all centers. List of potential future projects was developed separately (see Council Q&A <https://redmond.legistar.com/View.ashx?M=F&ID=12826794&GUID=18C4A0D5-BF05-47E2-838A-A98AF2973B07>).
Climate Resilience and Sustainability
• Trade-offs of prioritizing climate resilience efforts versus other city priorities related to growth and development.
• Sufficiency and effectiveness of commute trip reduction programs.
• Inclusion and prioritization of specific natural hazards as policy focus areas.
• Conservation and protection of water sources and water use reduction.
• Design of public spaces to withstand extreme heat, including passive cooling.
• Policy goals and metrics on greenhouse gas emissions reduction.
• Consider addressing measurement or frequency of review of policies and goals.
Consideration of public comments received, including concept of "circular economy initiatives".
