OVERVIEW STATEMENT:

This consultant agreement with HDR in the amount of $1,200,000 is for design services for the Pavement Management and Waterline Upgrade - Avondale Road (NE 90th St to Novelty Hill Road) Project, Project 2403.

 

Avondale Road is a key corridor for Redmond and the roadway pavement as well as the underground water pipes have reached the end of their useful life. In addition to the rehabilitation of the asphalt roadway, this project includes replacing 2,200 feet of water main, completion of bike lanes along this corridor, and installation of new roadway channelization and pedestrian ramps.

REQUEST RATIONALE:

 

                     Relevant Plans/Policies:

CIP Project and Community Strategic Plan - Objective #1: Invest in infrastructure preservation and replacement across the City to maintain the current level of service, the reliability of capital assets, and provide timely and cost-effective replacement.

                     Required:

Council approval is required to award an Architectural and Engineering Services agreement that exceeds $50,000 (2018 City Resolution 1503).

A competitive procurement process was conducted in July and August of 2024 to select the consultant. A Request for Proposals (RFP) was advertised, proposals were received, and evaluation of most qualified was completed. HDR Engineering was selected as the most qualified design consultant.

 

 

OUTCOMES:

After construction is complete, this project will extend the lifespan of both the waterline system and the pavement, while also enhancing roadway safety for pedestrians, bicyclists, and motor vehicles. The existing channelization will be improved through the addition of bike lanes and enhanced pedestrian safety features, such as new crosswalks and narrower travel lanes.

ANTICIPATED RESULT IF NOT APPROVED:

Not approving the design contract affects the anticipated city project timeline for construction and the completion of this project would be delayed according to CIP budget documents. While delayed, pavement conditions would continue to deteriorate and increase the chances of a water pipe burst.
