Acceptance of Grant Funding for Redmond Central Connector (RCC) Phase III Construction
OVERVIEW STATEMENT:

The City has been awarded grant funding from the following three sources: Local Community Projects grant for $699,370 from the Department of Commerce, Congestion Mitigation and Air Quality (CMAQ) Grant of $2,130,000 via PSRC, and $1,100,000 in Congressionally Directed Spending from State Congresswoman Suzan DelBene. Council is asked to accept all of the awarded funding to complete the final construction phase of the Redmond Central Connector Phase III (RCC Phase III) and authorize the Mayor to sign the Local Agency Agreement (LAA) with WSDOT for disbursement of federal grants.

OUTCOMES:
The grant funding will be utilized to support the construction, particularly the paving of RCC Phase III. Upon completion, the trail will serve as a paved, illuminated regional pathway with enhanced intersection safety, linking an employment hub with Downtown Redmond and the Totem Lake Transit Center.
The Redmond Central Connector serves as a crucial regional link from Redmond to Issaquah via the East Lake Sammamish Trail, connecting two light rail stations (Downtown and Marymoor Village) and intersecting with the Cross Kirkland Corridor, which connects to the Totem Lake Transit Center. It forms a segment of the broader Eastrail, a 42-mile corridor stretching from Snohomish County to Renton.
RCC Phase III marks the City's final phase, encompassing 1.6 miles of the trail's completion. This phase aims to enhance access to businesses along Willows Road and Kirkland at NE 124th Street. Anticipated to be frequented by 250,000 individuals annually, the completed trail will significantly improve regional connectivity and accessibility.
