Adoption of an Ordinance for the 2025 - 2026 Budget Adjustment #8

OVERVIEW STATEMENT:

recommendation

An Ordinance amending Ordinance Nos. 3196, 3215, 3224, 3229, 3236, 3250, 3252, and 3262, by adjusting the City’s 2025 - 2026 Biennial Budget to recognize new and increased revenue sources, appropriate funds for projects previously approved by Council, and make minor corrections identified throughout the biennium.

General Fund (100): $18,297

a)                     Wildland Fire Department Reimbursement - $10,378

The Fire Department deployed firefighters to the Pomas wildfire in August 2026, and the Lower Sugarloaf wildfire in September 2026. The City is reimbursed for the costs of these deployments, and the adjustment amount represents the total revenue not already included in the 2025-2026 budget.

b)                     Puget Sound Energy Rebate - $7,919

The City received a rebate from Puget Sound Energy for participation in their commercial strategic management program. Revenues will be utilized by the Facilities Division to cover general city energy costs.

Parks Maintenance Projects Fund (095): $68,000

c)                     Downtown Redmond Link Extension - RCC Landscaping Improvements (AMLI) Funding - $68,000

In 2023, AMLI  negotiated with the City of Redmond and Sound Transit to utilize a portion of Sound Transit Light Rail and City of Redmond RCC properties for a construction access "haul route" for the AMLI development project. As part of the negotiated agreement, the City of Redmond agreed to complete the landscaping and site improvements in the construction access area. Landscape/site improvements will include soil preparation, irrigation system installation, landscape planting, and installation of two concrete modular benches. In combination with Parks Maintenance funding, the total project cost of $154,660 will be funded with a $68,000 transfer of AMLI Residential rental income from the 031 Real Property Fund.

Stormwater Operating Fund (405): $70,000

d)                     Department of Ecology Grant - $70,000

In 2025, the City was awarded a recurring grant from the Washington State Department of Ecology to support Municipal Stormwater Permit implementation. The total grant amount for 2025 - 2027 is $120,000, with $50,000 already included in the 2025 - 2026 budget.
