III. DESCRIPTION/BACKGROUND
Description
In January 2018, the City will be relocating most recreation programs from the Old Redmond Schoolhouse Community Center (ORSCC) to a new community center located at 6505 176th Ave NE, Redmond, Washington. The new center needs a name that will identify this former college building as the new city community center. Once the name is finalized, staff will begin marketing the building and creating signage with the new name.
Background
The ORSCC will be used by its owner, the Lake Washington School District (LWSD), to accommodate preschool needs beginning in 2019 and the LWSD will start renovation of that building in 2018.
Process
City of Redmond Resolution No. 874 sets policy and procedure for how recreation centers are named. Names must be based on one or more of the following criteria:
• Neighborhood, geographic location
• A natural or geographical feature
• A historical figure, place, event, or other instance of historical of cultural significance
• An individual (living or deceased) who has made a significant land or monetary to the park system or who has made a contribution in “memoriam” and when the name has been stipulated as a condition of the donation
• An individual who has contributed outstanding civic service to the City of Redmond and who has been deceased for a period of at least two years.
The naming process requires public participation and the Parks and Trails Commission is responsible for recommending a name to the City Council.
Members of the Community Center’s Stakeholder group, Parks and Trails Commission, Arts and Culture Commission, Senior Advisory Committee, Redmond Youth Partnership Advisory Committee and Youth Advisory Board and Advocacy were all asked to provide potential names. All of the feedback received was recently presented to Parks and Trails Commission at the October meeting. The commission considered this input and selected the top names for the public to consider, including the option to propose a different name. An on-line poll was opened on October 11, 2017 - October 25, 2017, with 455 responses received. The poll was advertised through the City’s e-newsletters and social media.
The 455 respondents ranked each name 1 through 6, with 1 being the most favored name.
The following is a list of the Parks and Trails Commission Proposed Names Ranked by Community:
1. Redmond Community Center
2. Redmond Community Recreation Center
3. Greater Redmond Community Center
4. Blue Heron Community Center
5. Luke McRedmond Community Center
6. Redmond Interim Community Center
The following is the most common of the 113 recommended names by the Community:
1. Marymoor Community Center
2. Marymoor Village Community Center (MVCC)
3. Redmond Recreation Center
4. Redmond Community Center @ Marymoor
Some comments made by the community members in the survey included being cautious of names that create duplicative acronyms for civic places (e.g.; Redmond Central Connector is referred to as RCC). In addition, there were comments suggesting addition the geographic location as reference for people, since the city has several community centers.
The Parks and Trails Commission offers three recommendations for the City Council to consider.
• Redmond Community Center at Marymoor Village
• Redmond Community Recreation Center
• Redmond Interim Community Center
The Commission recommended that if the Council uses a geographical name, that it use Marymoor Village as opposed to Marymoor to prevent confusion with Marymoor Park.
On November 21, a staff report was presented to City Council with the Parks and Trails Commission recommendations and the City Council recommended the name Redmond Community Center at Marymoor Village.
IV. PREVIOUS DISCUSSIONS HELD
The Parks and Human Services Committee has been briefed on this item on September 5, 2017, October 3, 2017, and November 6, 2017. A staff report was delivered on
November 21, 2017.
V. IMPACT
A. Service/Delivery:
Naming the new community center will help community members identify the building and the name may also help create a sense of ownership and belonging.
B. Fiscal Note:
There are no fiscal obligations associated with this decision.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council may choose one of the Parks and Trails Commission recommended names or another name, per the resolution.
VII. TIME CONSTRAINTS
City staff members request a decision on a new name for the community center before the city starts offering our programs in this facility in January 2018.
