Approve Consultant Agreement with Shrewsberry & Associates for the Overlake Area Bicycle and Pedestrian Project
OVERVIEW STATEMENT:

Shrewsberry has been selected to perform design engineering services for the Overlake Area Bicycle and Pedestrian Improvements project. The contract amount is not to exceed $971,278. Staff is requesting approval for the Mayor to sign the consultant agreement, and approval to secure right-of-way and/or easements to construct and maintain the improvements.
This project is funded through Move Ahead Washington funding provided through the State Transportation Budget.

REQUEST RATIONALE:
• Relevant Plans/Policies:
o Capital Investment Program (CIP)
o Redmond 2050, FW-TR-1: Plan, design, build, operate, and maintain a safe transportation system that advances an equitable, inclusive, sustainable, and resilient community by providing for the mobility and access needs of all
o Redmond 2050, FW-TR-3: Complete the accessible and active transportation, transit, freight, and street networks identified in the Transportation Master Plan in support of an integrated and connected transportation system.
o TR 14: Prioritize transportation investments that reduce household transportation costs, such as investments in transit, bicycle and pedestrian system access, capacity, and safety.
o TR-16: Prioritize the comfort, safety, and convenience of people using pedestrian and bicycle facilities over other users of the transportation system. Establish standards for bicycle and pedestrian facilities to attract users of all ages and abilities. Prioritize improvements that address safety concerns, connect to centers or transit, create safe routes to school, and improve independent mobility for those who rely disproportionately on the pedestrian and bicycle network.

The two projects that comprise the Overlake Bike and Pedestrian Improvements Project are the 148th Ave Shared Use Path and NE 36th Street Bike Lanes Projects. These are a part of the same funding source and will be designed concurrently by the consultant. Construction may be separated into two contracts.
OUTCOMES:
Design and construction of this project supports pedestrian and bicycle movement on these key corridors in Overlake, providing connection for non-motorized users to light rail and beyond.
