OVERVIEW STATEMENT:

Public Works requests approval of the attached resolution rejecting all bids for the Lift Station Equipment Upgrades, Phase 2 project, Project No. 2408. A recent amendment to RCW 39.30.060 now requires subcontractor license numbers to be listed within bid proposals. To ensure full compliance with this updated requirement, the City will revise the bid documents and rebid the project in Q1 2026.
The Lift Station Equipment Upgrades Project will replace aging pumps and related electrical systems at wastewater lift stations 17, 51, 52, and 53, improving system reliability and reducing the risk of equipment failure.

Community Strategic Plan - Objective #1: Invest in infrastructure preservation and replacement across the City to maintain the current level of service, the reliability of capital assets, and provide timely and cost-effective replacement.

Public Works is requesting this item go forward for Council approval at the November 18, 2025, Council business meeting.
OUTCOMES:
Approving this action enables the City to update bid documents for compliance with the recently amended RCW 39.30.060 and rebid the project in Q1 2026. This approach maintains competitive pricing and supports completion of the Lift Station Equipment Upgrades, Phase 2 Project, reducing equipment failure risk and improving the safety and reliability of the wastewater lift station system.

ANTICIPATED RESULT IF NOT APPROVED:
Not approving reject all bids resolution will result in delaying construction, increasing the cost to complete the project.
