Attachment A contains a resolution opposing Initiative 2066. Should the initiative pass, Redmond programs such as Energy Smart Eastside, the Green Building Incentive Program, and other Environmental Sustainability Action Plan efforts may not be permitted. This item has been brought forward to the Council through the Council Policy Proposal process (see Attachment B). At the Business Meeting on October 15, 2024, there will be a public comment in which members of the legislative body or the public must be allowed an approximate equal opportunity to express opposing views.

                     Required:

 For Council to oppose an initiative, certain requirements must be met, including:

                     The meeting agenda must include the ballot title and the number of the proposition to clearly provide notice to the public.

                     The members of the legislative body or the public must be allowed an approximately equal opportunity to express opposing views. This can be where public comment is allowed at the time where this item is placed on the agenda and anyone with a comment is allowed to speak. Each person providing public comment on the issue is allowed three minutes to speak and the floor is open to whomever wants to comment. Public comment will be taken prior to Council discussion and action on the resolution.

                     Council Request:

The proposal is a City Council Policy Proposal submitted by Council Vice President Forsythe and sponsored by Council President Kritzer and Councilmember Salahuddin.
