Approval of a Consultant Agreement with Consor for the Pavement Management - NE 24th Street (West Lake Sammamish Parkway to 172nd Avenue NE) Project

 

OVERVIEW STATEMENT:

recommendation

This consultant agreement with Consor in the amount of $1,393,960 is for design services for the Pavement Management- NE 24th Street (West Lake Sammamish Parkway to 172nd Avenue NE) Project. The project will repave and restripe approximately three lane-miles of roadway and replace 6,200 feet of water main, 2,085 feet of sewer pipe, and 615 feet of stormwater pipe.  The installation of new channelization includes completion of the missing bike lanes, adding a buffer to the bike lanes, narrower travel lanes, medians, and additional crosswalks. 

 

Public Works is also seeking authorization to negotiate and acquire property rights necessary to construct and maintain the project.

                     Relevant Plans/Policies:

Community Strategic Plan - Objective #1:

Invest in infrastructure preservation and replacement across the city to maintain the current level of service, the reliability of capital assets, and provide timely and cost-effective replacement.

 

                     Required:

Council approval is required to award an Architectural and Engineering Services agreement that exceeds $50,000 (2018 City Resolution 1503).

Request for proposals advertised in February and March of 2023, proposals received, and evaluation of most qualified completed. Consor Engineering selected as the most qualified design consultant.

 

 

OUTCOMES:

This project will increase the life of the utilities and provide a safer roadway for pedestrians, bicyclists, and motor vehicles.

ANTICIPATED RESULT IF NOT APPROVED:

The City is coordinating construction with the King County Lake Hills Trunkline Project.  The intent is to have the City in the best position to negotiate and collaborate with King County.  It is important to begin design on this project to move forward.  If the contract cannot move forward, the City will not be able best coordinate construction.  If the project does not move forward at all, pavement deterioration will continue, and the underground utilities will continue to degrade.
