Approval of a 96-hour Full Closure of the Intersection of NE 24th Street and 152nd Avenue NE for the Construction of 152nd Main Street Project 

 

OVERVIEW STATEMENT:

recommendation

The 152nd Avenue Main Street project plans to close the intersection of NE 24th Street and 152nd Avenue NE for a maximum of 96 hours during construction to create a new design profile and improvements to the intersection, reduce overall project cost, increase contractor production, and decrease travel impacts on nearby businesses and the community. This closure would be coordinated with other roadway closures in the vicinity to ensure adequate detour routes. Once a contractor has been selected and a project schedule submitted to the city we will develop a detailed public outreach program to notify the public about the closure using a combination of direct mail, project handouts, social media (Facebook, Twitter, City web site), variable-message sign boards, fixed signage, and other approaches. The closer the project gets to executing this requested closure the more comprehensive and detailed that effort will become with the goal being zero surprises.

The project contract specifications are being finalized in advance of a competitive bidding process. The City will only see the anticipated cost savings from proposed closure if included in the contract documents prior to bid.

OUTCOMES:

Full roadway closure of the NE 24TH Street and 152nd Avenue NE intersection will allow for a safer project work site, less impact to nearby businesses, substantial overall project savings, and will provide a higher overall level of safety to the travelling public.

Estimated August/September 2022: Informing the public, coordination with the City of Bellevue, Microsoft, and nearby businesses.  

                     Outreach Methods and Results:

The community will be notified via traffic alerts through the City traffic map, signage placed during construction directing motorists to a detour route, and messages distributed via the City newsletter and social media prior to closure. Access to residents and businesses will be maintained during the construction phase.

Time Constraints:

Council approval is necessary prior to going to bid advertisement in May 2022, for the City to see project cost savings from the proposed road closure. 

 

 

ANTICIPATED RESULT IF NOT APPROVED:

Higher contractor bids and more contract working days resulting in additional impacts to nearby businesses and safety risks to motorized and non- motorized traffic.
