Approval of Agreements for On-Call Materials Testing and Special Inspection Services with Hayre McElroy & Associates, LLC, Professional Service Industries Inc., and AAR Testing Laboratory Inc., in an Amount Not-to-Exceed $200,000 per Firm

Approve three Agreements with firms for On-Call Materials Testing Services, in an amount not-to-exceed $200,000 per firm, a total of $600,000. Agreements will be in effect through December 31, 2021, with the option to extend them for up to two years and an additional $200,000 per firm based on the City’s needs and the firm’s performance.

III. DESCRIPTION/BACKGROUND
The City Council last approved On-Call Materials Testing Agreements in 2016. Those agreements expired December 31, 2018.
The agreements will provide the City of Redmond on-call construction materials testing, special inspections, and other support services to ensure construction materials meet City Standard and Specifications, Capital Project Special Provisions, and other State and Federal compliance requirements. Construction materials testing, and special inspection services may include the following items:
• Material Testing
o Concrete Strength, Asphalt Compaction, Aggregate Gradation
• Specialty inspections
o Epoxy Installation, Off-Site Fabrication
• Building Inspection
o Rebar, Foundation Waterproofing, Structural Welding
• Environmental Testing Services
o Contaminated Soils, Sound and Vibration Monitoring
• Review and analysis of test results
o Nutrient Distribution of CU Structural Soils, HMA Rice Density
• Other quality assurance and quality control services

V. IMPACT
A. Service/Delivery:
Each agreement includes a general scope of work that describes the range of services for these contracts. The scope is broadly written to provide City staff the flexibility to request a wide range of construction materials testing and special inspection services. Work performed under these agreements will be authorized by individual task orders detailing the work, schedule, completion date, and budget for the services requested.
B. Fiscal Note:
Staff anticipates spending approximately $200,000 over the life of each two-year agreement. These costs will be incurred to provide material testing and special inspection support and the majority will be paid for from Capitol project funds.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
Council can choose to:
1. Approve the Agreements.
2. Approve the Agreements with changes. This would require additional coordination with the service firms.
3. Not approve the Agreements. CIP construction staff will not be able to provide materials verification and quality control for City projects. Projects that receive State or Federal grants could lose funding, because we no longer would be in compliance with grant requirements.
VII. TIME CONSTRAINTS
The previous On Call Materials Testing Agreements have expired.
There is an immediate need for these agreements to be in place for the 2019 construction season. City Council approval of the Agreements ensures the City is ready to provide quality control for projects bid in 2019.
