Redmond 2050: Economic Vitality, PARCC, Housing, and Centers Policies

 

OVERVIEW STATEMENT:

Staff recommends that the City Council discuss issues identified in Attachment A and provide input to staff during its study session on September 26, 2023. The focus for September 26 will be the Economic Vitality Element; the Parks, Arts, Recreation, Culture, and Conservation (PARCC) Element; and the 2023 PARCC Plan.

At the September 5, 2023, business meeting, staff provided a general update on Redmond 2050 and introduced recommended updates to the Economic Vitality, PARCC, Housing, and Centers Elements of the Redmond Comprehensive Plan. Councilmembers discussed issues related to schedule, housing, centers, and environmental review at the Council’s September 12 study session.

 

First drafts of these elements were published in early 2022, with multiple iterations since. The Planning Commission held public hearings for these elements in June, July, and August 2023 to receive additional public input on the recommended updates. The Planning Commission has completed its review of the Economic Vitality Element, PARCC Element, and PARCC Plan. The Planning Commission is nearing the end of its review of the Housing and Centers Elements.

REQUEST RATIONALE:

 

                     Relevant Plans/Policies:

Policy PI-15 calls for periodic Comprehensive Plan reviews.

                     Required:

The Growth Management Act requires that Washington cities and counties review and, if needed, revise their comprehensive plans and development regulations every ten years. For King County cities the periodic review must be completed by December 31, 2024.

                     Council Request:

The City Council requested quarterly reports on project milestones, staff progress, and public involvement.

OUTCOMES:

Adopting the PARCC Element and PARCC Plan by the end of 2023 will maintain compliance with RCO requirements. Redmond 2050 will ensure that the Redmond Comprehensive Plan advances equity and inclusion, sustainability, and resiliency, and that Redmond is prepared for growth expected through the year 2050.

Time Constraints:

The PARCC Element and PARCC Plan must be adopted by the end of 2023 to meet Washington State Recreation and Conservation Office deadlines. All other Comprehensive Plan elements must be adopted by the end of 2024.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

Staff is not requesting action at this time.  The PARCC Element and PARCC Plan will be presented to Council for approval next month to meet Washington State Recreation and Conservation Office deadlines.
