Council Action AM No. 25-184: “Approval to Rebuild the Teen Center on the Same Location. Prioritize Expedience in Construction, Centering Teen Voices in the Design Process, and Including Music Performance Space and a Dedicated Recording Studio to Continue the Old Firehouse Teen Center Legacy”

OUTCOMES:

We are taking steps towards implementing the Teen Center Project. Since the previous update, the following progress has been made:

1.                     Progressive Design Build Consulting LLC has been selected to serve as the Owner’s Representative for the project’s Progressive Design-Build (PDB) delivery.

An application has been submitted to the State Project Review Committee seeking approval to use the Progressive Design-Build delivery method. A presentation to the Committee is scheduled for July 24th as the next step in the approval process. Following the presentation, the Committee will determine whether the project may proceed using the PDB delivery method. If authorized, the next step will be procurement of the Design-Build team.

2.                     Parks and Public Works in collaboration with Finance is planning for a project budget of up to $35 million. This budget level reflects an assessment of the City’s capital program, funding capacity, and project priorities. A budget proposal will be presented to the City Council for consideration in Q3/Q4 of 2026.

3.                     Draft procurement documents for the Design-Build team are being prepared, and informal outreach discussions with interested teams have begun to gauge market interest and readiness.
