OVERVIEW STATEMENT:

Public Works is requesting to approve the consultant agreement with Osborn Consulting in the amount of $317,859. This agreement is for design and construction services for the Wastewater Pipe Rehab 2 project, Project No. 2506.
This initial agreement includes the cost of the design phase. Future supplemental agreements will be for the construction phase and may include construction engineering support, construction management, inspection, easement acquisition, and special inspection services.
This project will line aging wastewater mains with cured in place pipe (CIPP) to extend the life of the mains.
Public Works is also requesting Council increase the total funding for this project from $503,575 to $2,004,921. This increase of $1,501,346 is related to additional scope added by the wastewater utility. Due to the unique nature of CIPP, and the limited number of contractors performing this work, the project was rescoped to ensure maximum value to the city and make it attractive to bidders.

Public Works is requesting this item go forward for Council approval at the September 15, 2026, Council business meeting.
OUTCOMES:
Approving this action keeps the City on the path to completing design of the project, which will improve the safety & reliability of the wastewater conveyance system. This new scope adds 6,400’ of critical pipe repair along Avondale Way and Woodinville Redmond Road NE. This includes CCTV inspection, pipe clearing, and relining of the pipe. This is in addition to the original 1,100’ of pipe.

ANTICIPATED RESULT IF NOT APPROVED:
Not approving the design contract affects the anticipated city project timeline for construction and the completion of this project would be delayed according to CIP budget documents. While delayed, wastewater conveyance pipes would continue to deteriorate and increase the chances of a sewer main failure.
