This consultant agreement with Wagner Architects & Planners in the amount of $224,988 is for design for the ADA Improvements Facilities Project 1, Project No. 2402. Approving this action will help the City address deficiencies and ensure ADA compliance at its facilities, as outlined in the 2021 ADA Title II Transition Plan - Parks Facilities.
This initial agreement includes the cost of the design phase. Future supplemental agreements will be for the construction phase and may include construction administration services. The ADA Transition Plan - Park Facilities identified 1,250 barriers across 23 facilities and established priorities for their removal. While it serves as a high-level roadmap, it does not provide specific design solutions or detailed cost estimates for overcoming these barriers.
The first phase will target a select group of prioritized buildings and barriers to develop actionable solutions and more precise cost estimates. This will ensure that City programs and services are accessible to all citizens, regardless of their abilities.
The total funding for this Capital Improvement Program (CIP) is $1.5 million, with $300,000 allocated annually over five years. This is a long-term program rather than a one-time project. In this first year/phase, the project team will focus on designing solutions for key priority buildings and barriers, allowing for more accurate cost estimates. In subsequent years, the team will implement these designs through construction.

The outcome of this first phase is to develop actionable solutions and updated cost estimates to ensure that City programs and services are accessible to people of all abilities at Park Facilities.

The City adopted the Parks Facilities Transition Plan (ADA Title II Transition Plan) in 2021 which incorporated community feedback to prioritize ADA accessibility improvements to city facilities.
Future outreach will involve notifying affected customers of disruptions to City ADA facilities during construction and celebrating improved ADA facilities after construction is complete.

Construction disruptions will be shared in email newsletters to staff and the community and signage will be used to notify visitors of alternate options.
• Feedback Summary:
During the development of the 2021 ADA plan, stakeholders shared that meeting rooms, building entrances, and restrooms were the most important features and to prioritize them for parks, city hall, and Redmond pool, along with other facilities.

ANTICIPATED RESULT IF NOT APPROVED:
Delays in making ADA improvements in buildings can create ongoing challenges that prevent individuals with disabilities from accessing public services and facilities, thereby limiting their participation in community life. This also contradicts the City’s commitment to inclusion. Taking timely action on these improvements demonstrates the City’s dedication to equity and responsibility, helping to build trust and showing that all citizens are valued. Additionally, addressing ADA deficiencies early can often be more cost-effective.
