OVERVIEW STATEMENT:

The Public Works Department is committed to continuous improvement and organizational excellence. As part of this effort, Public Works conducted a comprehensive review of the Redmond Municipal Code (RMC) provisions governing Public Works functions and identified opportunities to clarify roles and responsibilities, update outdated or inconsistent language, and better align code authority with the City's current organizational structure and operational practices.

 

In April 2026, City Council approved revisions to RMC Titles 10, 12, 13, and 15. The proposed revisions to Titles 1-6 and 9 represent the final phase of this comprehensive update. Together, these seven ordinances complete the Public Works-related RMC revisions identified through the Department's review and support the policies, procedures, and operational practices established through the American Public Works Association (APWA) Accreditation effort.

 

The seven revised Titles received a State Environmental Policy Act (SEPA) Determination of Non-Significance in July 2026. The associated public comment and appeal period ended July 27, 2026, with no comments or appeals received. Public outreach conducted through Let’s Connect and eNews also generated no comments, although the project page received 284 visits and draft documents were downloaded nearly 200 times.

 

The City Clerk and City Attorney have reviewed the proposed ordinances and accepted the changes for Council consideration. Public Works is requesting that Council review the proposed revisions, provide direction to proceed, and, following that direction, adopt the seven ordinances completing the comprehensive update to the RMC.

Public Works requests that Council review the proposed RMC revisions and provide direction to proceed with the seven ordinances for adoption.

 

Business Meeting - October 20, 2026:

Public Works requests that Council adopt the seven ordinances revising RMC Titles 1-6 and 9, completing the final phase of the comprehensive Public Works-related RMC update.

 

REQUEST RATIONALE:

 

•                     Relevant Plans/Policies:

Redmond Municipal Code; Public Works policies, procedures, and operational practices associated with APWA Accreditation.

•                     Required:

Adoption of the proposed RMC revisions requires City Council approval through ordinance.

•                     Council Request:

Council is asked to review the proposed revisions and provide direction to proceed with adoption of the seven ordinances. Following Council direction, Public Works will return the ordinances for final adoption at the October 20, 2026 Business Meeting.

•                     Other Key Facts:

These revisions represent the final phase of the comprehensive Public Works-related RMC update initiated with the revisions to Titles 10, 12, 13, and 15 approved by Council in April 2026.

 

 

OUTCOMES:

Adoption of the proposed revisions will complete the comprehensive update of Public Works-related provisions in the Redmond Municipal Code. The revised code will:

 

Clarify roles, responsibilities, and authorities associated with Public Works functions.

 

Align code provisions with the City's current organizational structure and operational practices.

 

Remove or update provisions that are outdated, unclear, or inconsistent with current practices.

 

Improve consistency between the RMC and the policies and procedures documented through the Public Works APWA Accreditation effort.

 

Provide City staff, residents, businesses, and other code users with clearer and more current requirements.

 

Completion of these revisions by the end of 2026 will also allow the City to close out the remaining RMC updates associated with the Public Works accreditation and continuous-improvement effort.

Public input was collected on Titles 1-6 and 9 in July and August 2026.  Comments were also solicited as part of the State Environmental Policy Act (SEPA) threshold determination in July 2026.

There were no comments received.  However, 284 users visited the Let’s Connect project page, and the various draft documents were downloaded nearly 200 times.

Time Constraints:

Public Works received APWA Accreditation in the second quarter of 2026. Although it was not required to have the Code changes associated with this effort in place immediately after, the goal is to complete the updates to the RMC by the end of 2026.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

If Council does not approve some or all of the proposed revisions, the corresponding RMC provisions would remain unchanged. This would leave certain outdated, unclear, or inconsistent provisions in place and would prevent the City from fully aligning the RMC with the current Public Works organizational structure, authorities, and operational practices.

 

If Council requests additional changes, Public Works would incorporate that direction and return revised ordinances for further Council consideration.
