OVERVIEW STATEMENT:

The City of Redmond has determined that a real property asset at 18459 NE 76th Street, known as the Pacer Propane property, is surplus to the needs of the City. The property was purchased for temporary use by the Public Works and Parks Departments in support of the revitalization of the City’s Maintenance and Operations Center (MOC).
After consideration of three options for redeveloping the MOC, the City pivoted from a plan to complete the reconstruction of the facility on the existing site to construct a facility at a vacant property. The City, through Council action, purchased a property, located on Union Hill Road, formerly owned by Heidelberg Materials. With the acquisition of the Heidelberg property, the need for temporary real property to maintain MOC operational service levels is no longer necessary, and the Pacer Propane property is deemed surplus to the project.
In order to move forward with advertising the sale of the property, the City Council needs to approve a resolution authorizing the Mayor or her designee to facilitate the sale of the surplus property.

Redmond Municipal Code (RMC) 3.94.030 covers the process for disposition of real property. The City is required to complete an investigation and determine there is not anticipated city purpose for retaining the property. The Public Works Department conducted an investigation of the utility of the Pacer Propane property at 18459 NE 76th Street and determined that there is no anticipated purpose for retaining the property.

Upon adoption of the resolution, the City will begin the process of advertising the property on commercial real estate sales listings in the region. The listing will include price and duration of the listing, allowing time for potential buyers to make offers. Per law, all offers will be reviewed and considered.
The City would like to sell the property at a price that provides the City with no net loss from the sale.

Time Constraints:
The City should move forward with advertising the property as soon as possible to reduce the amount of time city funds need to be expended to maintain the property.
ANTICIPATED RESULT IF NOT APPROVED:
The property will remain in the City’s ownership, and the City will continue to be responsible for maintenance, until a future decision is made to use or attempt to sell the property again.
