Approval of a Consultant Agreement with Transpo Group, in an Amount Not to Exceed $330,000, for the ADA Self-Evaluation and Transition Plan
OVERVIEW STATEMENT:
recommendation
Planning department staff, with support from Public Works staff, are requesting approval of the consultant agreement with Transpo Group in the amount not to exceed $330,000. This agreement is to develop an Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan for the public right-of-way that will focus on sidewalks, ADA curb ramps, and pedestrian push buttons.
Staff also request Council increase the total funding that was included in the 2025-2027 budget for developing an ADA Transition Plan from $150,000 to $350,000. Initial funding of $150,000 would allow for review of existing ADA data, identify data gaps, and conduct partial data collection. The requested funding increase of $200,000 will allow for full data collection and preparation of a comprehensive, federally compliant ADA Self-Evaluation and Transition Plan and allow for a small contingency. Under a separate contract for data, review cleaning and collection, $20,000 has been expended and support the analysis that more is needed for full collection.

REQUEST RATIONALE:
• Relevant Plans/Policies:
• Redmond 2050, FW-TR-2: Maintain the transportation system in a state of good repair for all users
• Redmond 2050, FW-TR-3: Complete the accessible and active transportation, transit, freight, and street networks identified in the Transportation Master Plan in support of an integrated and connected transportation system.
o TR-14: Prioritize transportation investments that reduce household transportation costs, such as investments in transit, bicycle, and pedestrian system access, capacity, and safety.
o TR-15: Adopt and implement a plan for active and accessible transportation and an ADA Transition Plan as part of the Transportation Master Plan that results in connected neighborhoods with safe, comfortable, and convenient access to opportunity in Redmond and the region.
o TR-16: Prioritize the comfort, safety, and convenience of people using pedestrian and bicycle facilities over other users of the transportation system. Establish standards for bicycle and pedestrian facilities to attract users of all ages and abilities. Prioritize improvements that address safety concerns, connect to centers or transit, create safe routes to school, and improve independent mobility for those who rely disproportionately on the pedestrian and bicycle network

• Transportation Master Plan (TMP), Pedestrian Plan, Strategy 1: Complete Redmond’s pedestrian network by filling sidewalk gaps and prioritizing new connections
o Action 1A: Complete the citywide pedestrian network by filling sidewalk gaps.
o Action 1B: Upgrade existing sidewalks that do not meet ADA requirements or the City’s current sidewalk standard through new development, capital improvement projects, and through the work of City’s concrete crew.

o Action 7A: Develop an ADA Transition Plan for the City of Redmond’s public right-of-way.

A request for proposals (RFP) was advertised in March 2026. Five proposals were received, and evaluations were completed in April 2026. Transpo Group was selected as the most qualified consultant.
OUTCOMES:
This project will develop a new ADA Self-Evaluation and Transition Plan for the public right-of-way to ensure compliance with Federal requirements. The updated ADA Self-Evaluation and Transition Plan will incorporate both quantitative data and qualitative insights gathered through an outreach process, with a focus on engaging people and organizations that serve people with disabilities. This approach will identify specific barriers faced by individuals with disabilities when navigating the City’s public right-of-way, shaping strategies and project prioritization to address their needs effectively.
COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:

Outreach and engagement activities will occur as part of the self-evaluation and data collection to gather input on the typical barriers and issues to accessibility people encounter when interacting with all facets of accessibility in Redmond’s public right-of-way for sidewalks, driveways that are part of the sidewalk network, push buttons, and curb ramps. Outreach and engagement is estimated to take place Q4 2026 through Q2 2027.

The City team will lead the development of an online open house, questionnaire, and focus groups, with support from Consultant team in preparing materials.

Not approving the consultant agreement will delay the creation of the ADA Self Evaluation and Transition Plan. The ADA Self Evaluation and Transition Plan is not only a Federal requirement under Title II of the ADA and Section 504 of the Rehabilitation Act but also an important component of creating an accessible and equitable transportation system in Redmond.
